Vietnam Social Security: Ready to deploy nationwide 2 groups of interconnected administrative procedures to serve people's lives and social security
(Baonghean.vn) - Vietnam Social Security has just issued 02 Decisions No. 706/QD-BHXH and 976/QD-BHXH on the electronic interconnection process to resolve interconnected administrative procedure groups.
Specifically: "Death registration - Deletion of permanent residence registration - Funeral allowance"; "Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old" on the National Public Service Portal according to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister.
Accordingly, after the pilot period in the two localities of Ha Nam and Hanoi, these two groups of public services will be widely deployed nationwide, continuing to bring many conveniences to the people.

Specifically, Vietnam Social Security has completed the interconnected administrative procedure "Death registration - Deletion of permanent residence registration - Funeral allowance", effective from June 15, 2023, ready for nationwide deployment. According to regulations, the sequence of implementing the interconnected administrative procedure "Death registration - Deletion of permanent residence registration - Funeral allowance" on the National Public Service Portal is carried out at the Social Security agency for the deceased in the following cases:
1. People receiving pension and benefits Bsocial insurancemonthly;
2. People who are reserving their social insurance payment period but have paid compulsory social insurance for 12 months or more;
3. Voluntary social insurance participants have paid voluntary social insurance for 60 months or more;
4. Voluntary social insurance participants have a compulsory social insurance payment period of 12 months or more or a total compulsory and voluntary social insurance payment period of 60 months or more;
5. People waiting to meet the age requirements to receive pension and monthly benefits;
6. People aged 80 and over who are receiving monthly pension benefits.

From June 15, 2023, individuals who register the death of a deceased person in cases 1, 2, 3, 4, 5 above and request the Social Insurance agency to resolve the funeral allowance or in case 6 above will have the competent authority transfer the Death Certificate Extract on the National Public Service Portal via the Interconnected Public Service software to the Social Insurance agency to issue a Decision to stop receiving monthly death benefits. On that basis, the Social Insurance agency will resolve the funeral allowance or the procedure to stop receiving monthly death benefits for these cases according to regulations.
In addition, Vietnam Social Security has completed the interconnected administrative procedure "Birth registration - permanent residence registration - Health insurance card issuance for children under 6 years old", effective from July 1, 2023, ready to be deployed nationwide.
Accordingly, parents/guardians/relatives of children under 6 years old only need to fully and accurately declare the Electronic Declaration for birth registration, permanent residence registration and issuance of Health Insurance cards for children under 6 years old according to the form on the National Public Service Portal.
After receiving the electronic records from the Public Service Interconnection software, the Social Insurance agency will process and resolve them according to regulations. For valid records, the time to issue a Health Insurance card for children under 6 years old is no more than 2 working days from the date of receiving the electronic copy of the birth certificate and information and electronic data from the Public Service Interconnection software.
The electronic interconnection of the two groups of administrative procedures "Birth registration - permanent residence registration - Health insurance card issuance for children under 6 years old", "Death registration - Permanent residence cancellation - Funeral allowance" is very important. This implementation brings benefits to people in reducing time and travel costs when only needing to do it once but can handle 3 accompanying administrative procedures. At the same time, it helps state agencies, especially the Vietnam Social Security sector, improve management efficiency, service quality, ensure the rights of participants and beneficiaries of Social Insurance and Health Insurance policies such as: reducing costs of printing documents, settlement results, time of document circulation; overcoming the situation of incorrect information, falsifying documents, simplifying administrative procedures...
Previously, Vietnam Social Security actively coordinated with relevant ministries and branches to pilot 02 groups of interconnected public services "Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old" and "Death registration - Deletion of permanent residence registration - Funeral allowance, funeral cost support" in Hanoi City and Ha Nam Province. As a result, by May 30, 2023, the Social Security of 02 localities had received and processed 34,004 applications for health insurance cards for children under 6 years old and 1,220 applications for funeral expenses through these 02 groups of interconnected public services.
