On May 12, 2016, at a house under construction in Block 1, Trung Do Ward, Vinh City, two workers were working on a heat-resistant roof when they were lifting an iron bar to prepare for welding when suddenly an electric current from a nearby high-voltage line hit the iron bar, killing one person on the spot. Previously, on April 24, 2016, at poles 4-5 of line 373E15.2 managed by Thai Hoa Town Electricity, a driver who was hanging on the truck bed to remove a telecommunication cable tangled in the car was killed by a high-voltage electric current... These are just a few examples of fatal accidents caused by violations of the power grid safety corridor in the entire province recently.

According to statistics, in addition to the violations of safety corridors due to construction works, cutting trees... that occur every day, there are currently over 300 violations of safety corridors of the power grid in Nghe An province. Many localities have a large number of violations such as: Vinh City with 61 cases; Dien Chau with 39 cases; Anh Son with 28 cases; Yen Thanh with 27 cases; Nam Dan with 17 cases; Nghi Loc with 16 cases... Violations of safety corridors of the power grid are often very dangerous, causing death, property damage, fire and explosion, and widespread power outages.

As the unit managing the area where there are many violations of the power grid corridor, Mr. Pham Van Nga - Director of Vinh City Electricity said: There are many reasons leading to violations of the power grid corridor, in which, the majority is due to people's awareness, typically some low-voltage lines are encroached on the safety corridor, the electricity company has implemented solutions by raising the porcelain, raising the height of the pole to ensure a safe distance, but people continue to expand their houses, build more floors... In some places, we have buried the power grid underground, but underground power lines are also encroached when people construct works, plant trees, leading to accidents of short circuits, breaks, causing widespread power outages, long repair time, and high costs. In 2015, there were 17 violations that broke underground cables. From the beginning of 2016 until now, there have been nearly 10 cases... When electricity workers discover such violations by people, they only report to the authorities, but the industry does not have the function to punish them.

In Anh Son, a mountainous area with many violations of the power grid safety corridor, Mr. Ngo The Lu - Deputy Director of Anh Son Power Company said: With the mountainous terrain, although the Electricity industry has issued notices and reminders not to plant trees within the power grid safety corridor, in many places people still deliberately plant tall trees such as eucalyptus, acacia, cajuput... right under the power lines. To limit this violation, Anh Son Power Company has coordinated with the District Youth Union to propagate and clear the corridor; Strengthen inspection to detect and promptly prevent risks of causing incidents such as: forest fires spreading into the corridor; tall trees at risk of breaking or falling, violating the safety distance of the power grid corridor...

One of the current difficulties in ensuring the safety of power grid corridors, according to Mr. Ta Quang Lich - Deputy Head of Safety Department - Nghe An Power Company, is due to the lack of coordination between the Electricity sector and local authorities. In some places, the authorities still grant land under power transmission lines; when violating the power grid safety corridor, the sanctions are not clear, leading to difficulty in handling, or not being able to handle thoroughly.

Mr. Nguyen Thuong Hien - Deputy Director of Nghe An Electricity Company shared: In order to minimize violations of the power grid safety corridor, every year Nghe An Electricity Company promotes propaganda on mass media, educating cadres, employees as well as people about the high voltage power grid safety corridor, making people understand the level of danger to people's lives and property when living in the power grid safety corridor area. At the same time, propaganda to key local officials, helping them clearly understand their role and responsibility in managing, inspecting and handling violations of power grid safety and better understand the responsibility of managing and protecting the power grid safety corridor not only of the Electricity industry but of all agencies, departments and the whole society.

In addition to the efforts of the Electricity industry, to limit the emergence of new violations of the grid safety corridor, it is necessary for the authorities at all levels to thoroughly resolve the existing violations, prevent and promptly handle violations of the grid safety corridor from the beginning. Only then can we ensure the long-term safety of power projects as well as the safety of people's property and lives.

Article 4, Decree No. 14/2014/ND-CP of the Prime Minister detailing the implementation of the Electricity Law on electrical safety, strictly prohibits the following acts:

1. Stealing or removing ropes, ground wires, or grid equipment; climbing electric poles, entering power stations or electrical safety protection areas when not on duty.

2. Using high voltage grid works for other purposes without agreement with the high voltage grid management unit.

3. Flying kites or flying objects near high voltage power grids can cause power grid failures.

4. Installing transmitting and receiving antennas; clotheslines; scaffolding; signs, advertising light boxes and other objects in locations where they may collide with high-voltage power grid structures when they fall.

5. Planting or leaving trees that violate the safety distance from overhead power lines or power stations.

6. Shoot birds perched on power lines or power stations or throw or throw any object onto power lines or power stations.

7. Digging causes subsidence of high voltage power grid and power station.

8. Filling soil, stacking materials, equipment or dumping waste in violation of safety distance.

9. Use electric poles and power stations to build houses, tents, shops, tie livestock or for other purposes.

10. Blasting, opening mines; stacking or storing flammable and explosive substances, chemicals that can corrode or damage parts of the power grid.

11. Burning fields, using construction equipment that causes vibration or is likely to cause damage or incidents to power grids, power stations, or power plants.

12. Operate aircraft within a distance of less than 100 m from the nearest part of the high-voltage power grid, except for aircraft performing tasks of managing, maintaining, or repairing power lines as permitted by regulations.

13. Letting trees fall onto power lines when pruning trees or taking advantage of the protection or repair of high-voltage power grid works to cut trees.

14. Other acts violating regulations on safety protection of high voltage power grid works.
