The provinces in the top with the highest percentage of candidates in groups A1, B, and high scores are not Hanoi or Ho Chi Minh City.
Dr. Le Truong Tung said that the 2018 high school exam data is about 1 million candidates with more than 5 million exams. Analyzing the percentage of high scores for 3 exam groups including only multiple choice subjects, namely A, A1 and B. It will be divided into 3 high score levels of 24, 25.5 and 27 corresponding to the average score of each subject is 8, 8.5 and 9.

First of all, for block A, the percentage of candidates achieving 24, 25.5 and 27 or more, the "suspect" Ha Giang with a sky-high percentage in all 3 thresholds. Some "educational" hometowns also have higher percentages than average, which can be ignored. Looking more closely, we see Kon Tum and Dien Bien. With the graph for 27 points or more, we see Hoa Binh on the unusually high list.
Moving to block A1, Ha Giang is still prominent. Lai Chau also began to appear, with two prominent locations: Son La and Hoa Binh. "The top 4 localities with the highest percentage of block A1 candidates with 25.5 points or more nationwide are Ha Giang, Lai Chau, Hoa Binh, Son La, respectively. At 27 points, Ha Giang's rate is 4.084%, Son La's is 0.68%. Meanwhile, the national rate is only 0.022%, Ho Chi Minh City is 0.004% and Hanoi is 0.014%.
For block B, Kon Tum and Dien Bien took the championship in the percentage of candidates with high scores. The leading localities with the percentage of block B candidates achieving 24 points or more were Kon Tum (0.939%) and Dien Bien (0.892%). While Hanoi had only 0.453% and Ho Chi Minh City 0.542%.
Topping the localities with the percentage of candidates with 25.5 points or more are Ha Giang 0.574%, Lai Chau 0.459%, Kon Tum 0.438% and Dien Bien 0.51%. And topping the localities with group B candidates with 27 points or more are Dien Bien (0.51%), Ha Giang (0.344%), Kon Tum (0.063%), Son La (0.075%).
Mr. Le Truong Tung believes that further analysis, analysis of exam scores for each subject, analysis of other exam blocks in the above way will be able to draw more statistical evidence for the above doubts.
But in summary, just by simple analysis, it can be seen that: Ha Giang is outstanding in all 3 blocks A, A1, B, has been inspected by the Ministry of Education and Training and concluded that there are violations. Son La appears in block B, block A1, is being inspected by the Ministry. Hoa Binh appears in block A, A1; Lai Chau appears in block A1 and block B; Kon Tum, Dien Bien: "looming" in block A and really stand out in block B.
