Closing the 15th session, Nghe An Provincial People's Council, term XVII

On the morning of July 22, the 15th session of the 17th Provincial People's Council, term 2016 - 2021, continued the discussion session, passed resolutions and closed the session. Attending the meeting were comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; Vice Chairmen of the Provincial People's Committee; leaders of provincial departments, branches and sectors.

Discuss and unanimously pass 20 resolutions

At the meeting, the Provincial People's Council discussed and passed 20 resolutions on socio-economic issues and policy mechanisms. Of particular interest is the Resolution on socio-economic development tasks for the last 6 months of 2020 with 10 groups of key tasks and solutions for the last 6 months of 2020.

Resolutely and synchronously implement solutions to promptly recover and develop production and business associated with restructuring industries and sectors; focus on removing difficulties for production and business, facilitating access to capital, credit, taxes, etc., associated with reviewing and cutting costs for businesses; strongly improving the investment and business environment.

Focus on effectively implementing foreign affairs activities, promoting and attracting investment; taking care of people's lives and developing culture and society; improving the effectiveness and efficiency of state management; promoting administrative reform; tightening administrative discipline; ensuring national defense, security and social order and safety...

Some delegates were also interested in discussing the draft Resolution on a number of policies to support the fight against drug crimes in Nghe An province regarding the level of support for forces when arresting and prosecuting especially serious and very serious drug crimes and criminals using dangerous weapons.

Effective implementation of issued resolutions

Speaking at the closing session, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: After two and a half days of working with a serious, urgent and highly responsible spirit, the 15th session of the 17th Provincial People's Council has completed the proposed program content.

The Chairman of the Provincial People's Council also emphasized that although economic activities have gradually been restored, social security issues are being actively resolved. However, in the last 6 months of the year, the Covid-19 epidemic situation is forecasted to remain complicated in the world and may last longer, natural disasters are unpredictable, our province continues to face many difficulties, causing pressure in management to complete important tasks of the whole year 2020.

Therefore, it is recommended that the Provincial People's Committee and all levels and sectors focus on promptly implementing the Resolutions recently approved by the Provincial People's Council, and at the same time effectively implement the Resolution of the Provincial Party Congress for the 2020-2025 term.

On the Standing Committee's side, the Provincial People's Council Committees continued to review and well implement the tasks in the Resolution on the orientation of the activities of the Provincial People's Council, the Project to improve the quality and effectiveness of the People's Council's activities for the 2016-2021 term and implement the Notice of Conclusion of the Provincial Party Committee Standing Committee on the results of the Project implementation.

At the same time, the Standing Committee and the Provincial People's Council Committees actively prepare for the evaluation and summary of the term towards the election of People's Council delegates at all levels for the new term; carry out supervision, survey, questioning and explanation activities to ensure quality and practicality; focus on monitoring and supervising the implementation of the People's Council's Resolution and making recommendations after supervision and questioning.

Continue to closely coordinate with Central agencies, the Provincial People's Committee, the Provincial Fatherland Front Committee, and the District People's Councils to effectively perform the functions and tasks of the Provincial People's Council, actively contributing to the implementation of the province's general political tasks in 2020.

The Chairman of the Provincial People's Council suggested that, after the session, the People's Council delegates continue to meet with voters, report the results of the session, disseminate and propagate the Resolution of the Council, and at the same time listen to the thoughts and aspirations of voters and people to promptly make recommendations and reflect to the People's Council and People's Committee, better fulfilling the role of people's representatives.

Strengthen supervision and urge the settlement of voters' petitions, complaints and denunciations of citizens. Be exemplary and actively propagate and mobilize cadres, civil servants, public employees, armed forces, and people at all levels to well implement the Party's guidelines and policies, the State's laws and policies, and the Provincial People's Council Resolutions.

On the occasion of the 73rd anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2020), the Chairman of the Provincial People's Council also respectfully expressed his deep gratitude to the Vietnamese Heroic Mothers, war invalids, sick soldiers, families of martyrs, and families with meritorious services to the revolution who have contributed and sacrificed for the independence and freedom of the Fatherland.

1. Resolution on socio-economic development tasks for the last 6 months of 2020

2. Resolution approving the total number of employees receiving salaries from the budget, contract workers in public service units and Association organizations in 2021

3. Resolution approving the list of project works in Nghe An province requiring land acquisition as prescribed in Clause 3, Article 62 of the Land Law.

4. Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land to implement project works in Nghe An province

5. Resolution on converting forest use purposes to other purposes according to Article 20 of the Forestry Law in Nghe An province

6. Resolution on investment policy for a number of projects in the province

7. Resolution on adjusting the investment policy of the project: Bac Nghe An Economic - Technical Vocational College (phase 2)

8. Resolution on the policy of supporting funding for purchasing voyage monitoring equipment and supporting service subscription fees for voyage monitoring equipment installed on fishing vessels

9. Resolution on incentive and support mechanisms for organizations and individuals to invest in research technology and apply scientific and technological advances in Nghe An province.

10. Resolution on allocation of additional foreign capital (career funding) from the Central Government with a target in 2020 in Nghe An province

11. Resolution stipulating a number of expenditure contents and expenditure levels for victim support work and support regime for victims of human trafficking crimes in Nghe An province.

12. Resolution on a number of policies to support the fight against drug crimes in Nghe An province

13. Resolution on naming streets in Yen Thanh town, Yen Thanh district, Nghe An province

14. Resolution on a number of policies to support community tourism development in the 2021-2025 period in Nghe An province.

15. Resolution on handling the results of reviewing the Resolution on legal norms issued by the People's Council of Nghe An province from December 31, 2019 and earlier that is still in effect

16. Resolution to abolish a number of legal Resolutions issued by the Provincial People's Council in Nghe An province

17. Resolution on support policies for redundant commune, ward and town officials and civil servants due to the implementation of Decree 34/2019/ND-CP dated April 24, 2019 of the Government and redundant Deputy Chiefs of Police and permanent Police Officers at communes and towns due to the arrangement of regular Police officers to take up positions of Commune and Town Police in the province.

18. Resolution on the results of monitoring the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in Nghe An province.
