On April 14, the Chinese magazine Discipline Inspection and Supervision published an article about former Hengyang City Party Secretary Li Yilong's enjoyment of life "like an emperor."

According to this newspaper, Ly Uc Long used his salary to hire a private nanny, had to sit in the front cabin when flying, had to sit in business class or even in a special cabin when taking a high-speed train, and his wife also had to enjoy the same benefits, to the point that his subordinates called him "enjoying treatment like an emperor"...

Long was born in 1956, has a master's degree in Economic Management; has held the positions of Director of the Government Legal Office, Director of the Legal Department, Director of the Changsha City Office (Hunan). After that, Long was successively assigned to hold positions in districts, towns... In July 2008, Long became Secretary of the Huaihua City Party Committee. In 2013, when the "Hengyang election bribery" scandal was exposed, Li Yilong was promoted to Secretary of the Hengyang City Party Committee.

After arriving in Hoai Hoa from Hoanh Duong, Long was assigned a public vehicle, but he also brought an off-road vehicle from Hoai Hoa for his own use, and requested to buy two more expensive vehicles for his own use.

After President Xi Jinping issued the “Eight Regulations,” Long remained unchanged, repeatedly using means of transportation that exceeded the standards, including seven times flying in first class, 17 times taking high-speed trains in business class, 12 times taking high-speed trains in special cabins, and illegally occupying two official residences and a luxury room at a hotel in Hengyang.

In addition to enjoying special treatment, according to the indictment of the Procuracy, from 1998 to 2016, while serving as Secretary of Hoai Hoa, Secretary of Hoanh Duong and Deputy Head of the Rural Work Team of Hunan Province, Long received bribes of 9.26 million yuan (3.24 billion VND), embezzled 1.42 million yuan and had additional unexplained assets of up to 49.5 million yuan.

During this time, Li Yilong accepted bribes 217 times from 34 officials in Huaihua and Hengyang. After the Hengyang election bribery case, he continued to accept bribes as if nothing had happened when he was assigned to replace his predecessor who was brought down for this crime.

Ly Uc Long in office

On April 8, 2016, Ly Uc Long was investigated. On January 15, 2018, Long was sentenced by the court to 18 years in prison, deprived of political rights for 5 years, and had 2.5 million NDT (8.75 billion VND) of assets confiscated for the crimes of bribery, embezzlement, abuse of power, and having large assets that cannot be explained.

Long considered receiving red envelopes and expensive gifts as normal. The funny thing is that on February 19, 2016, when Mr. Zhang Jun, Secretary of the Central Commission for Discipline Inspection of Hunan Party School, gave a lecture on “integrity” to officials at the department and above levels, in a room in the school, Long still accepted a bribe of 20,000 yuan and 4 packs of expensive cigarettes.

According to the press, on the day Long was arrested and taken away for investigation, Laiyang Mayor Liu Gesheng brought a “gift” of 50,000 yuan. The maid secretly withdrew 20,000 yuan and only gave Long 30,000 yuan. When the officers came to arrest Long, they found this money at the scene.
