Provincial Party Secretary: Need to solve site clearance bottlenecks

Stick to the growth scenario to direct decisively
At the Conference, the Provincial Party Executive Committee listened to and gave opinions on the socio-economic situation, national defense - security, and foreign affairs in the first 3 months of 2019.
Accordingly, in the first quarter of 2019, the growth rate of products in the province (GRDP) is estimated to increase by 7%, the estimated budget revenue is 3,354 billion VND.
The province has 33 communes registered to reach the new rural target this year, while the Provincial People's Committee has directed 6 communes that registered in previous years but have not yet reached the target. Investment promotion and attraction activities continue to achieve important results.
The cultural and social fields continued to have positive changes. National defense and security continued to be firmly consolidated; social order and safety were ensured.

However, in the first quarter of 2019, the Party Committee of the Provincial People's Committee also pointed out some shortcomings and limitations such as: Some growth scenario targets have not been achieved. At the conference, the members of the Provincial Party Executive Committee focused on discussing the results in the first quarter, tasks and solutions in the second quarter of 2019.
Director of the Department of Planning and Investment Nguyen Van Do emphasized that the implementation of goals and targets in the second quarter is extremely important, having a great impact on the goals for the whole year.
Therefore, all levels, sectors and localities must stick to the growth scenario to have drastic solutions for implementation, in line with the spirit of 2019 which is to accelerate and break through.

At the conference, delegates were also very interested in the results of the Provincial Competitiveness Index (PCI) 2018, which was just announced on March 28. Accordingly, Nghe An increased by 2 ranks compared to 2017, ranking 19th out of 63 provinces and cities and leading the North Central region.
This demonstrates the province’s efforts in administrative reform. However, for localities in the top 10-20, it will be very difficult to continue improving their positions; without strong solutions, the rate of improvement in position will be very low, so it is necessary to continue focusing on improving the PCI index.
Solving land clearance problems
Concluding this content, Provincial Party Secretary Nguyen Dac Vinh paid special attention to administrative reform work; accordingly, with the requirement of 10 component indexes of PCI, each index related to which sector must have solutions to reform administrative procedures, thereby helping the province's administrative reform to be more substantial and effective.
In addition, the Provincial Party Secretary also noted that the biggest problem at present is site clearance for investment projects. Therefore, relevant sectors should study effective solutions to create favorable conditions to attract investors.
Especially in Vinh City, we need to focus on doing this well, especially on the 72m road and Vinh - Cua Lo Boulevard. "If we cannot overcome this, it will always be a bottleneck," the head of the Provincial Party Committee emphasized.

Regarding the administrative reform year 2019, Provincial Party Secretary Nguyen Dac Vinh requested the Provincial People's Committee to soon issue documents and have solutions for serious implementation. During the time of issuance, departments, branches and localities need to proactively reform administration in each agency and unit.
The Provincial Party Secretary pointed out: "First of all, each agency, unit, locality, and leader must pay attention to, urge, and direct administrative reform. Any slow areas, areas with harassment, or difficulties must be handled."
Provincial Party Secretary Nguyen Dac Vinh also requested the Provincial People's Committee to assign the Department of Planning and Investment and related sectors to prepare the 2020-2025 medium-term plan early, to calculate and discuss concentrated investment, achieving high efficiency in the context of limited resources; continue to review and revoke suspended projects; complete the planning of Nghe An province for the period 2021-2030, with a vision to 2050 before the 19th Provincial Party Congress; complete the adjustment of the general planning of the Southeast Economic Zone; detailed planning of Vinh - Cua Lo Boulevard.
On the other hand, the Provincial Party Secretary also suggested focusing on directing the development of economic sectors: Agriculture, industry, construction, services; especially reviewing investment projects for early implementation; at the same time paying great attention to cultural and social development, ensuring national defense and security.
In addition, from the analysis of investment projects in the 5 years (2014-2018) with low tax generation, the Provincial Party Secretary requested relevant sectors to compare investment commitments, tax commitments and project efficiency to have specific calculations.
Along with that, the rate of tax mobilization into the province's GDP is still low, not reaching 22%, so the Provincial People's Committee needs to carefully consider and analyze the current situation, from which to calculate for the long term.

For localities, the Provincial Party Secretary proposed that the Provincial People's Committee support Yen Thanh district to reach the new rural finish line this year; the coastal districts of Quynh Luu, Dien Chau, and Nghi Loc make plans to reach the finish line in 2020.
Other localities continue to effectively implement the New Rural Target Program, in which disadvantaged districts are requested to focus on building new rural villages and hamlets.
"I hope that the members of the Provincial Party Executive Committee will pay close attention, together lead, direct, and strive for more promising results in the first 6 months of the year, contributing to the completion of the 2019 tasks. If the 2019 tasks are not completed, 2020 will be difficult," the Provincial Party Secretary emphasized.
