Provincial Party Secretary directs land reclamation for mineral exploitation

At the meeting, Secretary of Que Phong District Party Committee Lu Dinh Thi said that in Que Phong district, there are 5 mines that have stopped mining but have not yet been reclaimed according to the mine closure process. This problem has left very dangerous consequences when the mines are located on high mountains, becoming "water pockets" that threaten the safety of the people, especially when the rainy and stormy season is approaching.

On the afternoon of March 21, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with the Standing Committee of the Que Phong District Party Committee. Also attending were Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Chief of the Provincial Party Committee Office; representatives of leaders of a number of provincial departments and branches.

Taking note of the proposal of Que Phong district, Provincial Party Secretary Nguyen Dac Vinh said that the province has assigned the Department of Natural Resources and Environment to direct enterprises to carry out land reclamation for more than 140 mines in the province, including mines in Que Phong.

However, up to now, the mines in Que Phong have not been reclaimed even though the district had requested the Department 3 months ago. The Provincial Party Secretary assigned the Provincial Party Committee Office to include in the notice the conclusion of the meeting and send it to the Department of Natural Resources and Environment, assigning that from now until June 2017, the mines must reclaim and close according to the correct procedures.

Also at the meeting, Secretary of Que Phong District Party Committee Lu Dinh Thi reported to the Provincial Party Committee Secretary and the working delegation: In 2016, the district's economic situation continued to have positive changes, the growth rate in the area reached 7%, of which the district-managed part reached 7.6%.

In particular, to restructure the agricultural sector, the district has directed specialized departments and offices to develop and implement development projects in specific areas such as the project to produce cold-resistant rice, safe vegetables, and the project to catch aquatic products in the Hua Na hydroelectric reservoir. The program to plant 5,500 hectares of new forests, including 2,000 hectares of rubber. The project to develop and preserve medicinal plants in the period 2016 - 2020.

The district has also implemented the National Target Program on Sustainable Poverty Reduction with many results. With the above solutions, the average income per capita of the district reached more than 20 million VND; the poverty rate decreased from 51.43% to 45.95%.

In order to streamline the payroll, in 2016, the Party and mass organizations resolved 3 cases and reviewed and implemented the 2016 - 2021 period and sent it to the Provincial Party Committee's Organization Board. The public service agencies under the management of the District People's Committee resolved 4 cases.

After listening to opinions from provincial departments, the Provincial Party Secretary shared the specific difficulties that Que Phong district has to face. The Provincial Party Secretary also acknowledged the efforts in ensuring political and border security; building a strong political system from the district to the grassroots level; implementing the policy of great national unity; quite methodical ways in poverty reduction; the fight against drug crimes... that the district has achieved.

Orienting the development of Que Phong district, based on analyzing the strengths of this locality, the Provincial Party Secretary suggested that the district coordinate with related sectors to develop forestry because this is the advantage of the locality and has an impact on the majority of the people in the direction of providing raw materials for wood processing factories such as the MDF factory in Nghia Dan district.

However, in order for forestry to become a profession that eliminates hunger, reduces poverty, and even enriches the people, the Provincial Party Secretary emphasized that there must be leadership from businesses; at the same time, there must be a good forestry land planning strategy and land allocation to people for forestry.

Next, the Provincial Party Secretary also encouraged Que Phong to develop industrial crops such as rubber and passion fruit on suitable land areas. However, to do this well, Secretary Nguyen Dac Vinh noted that the district should coordinate with the Department of Agriculture and Rural Development and the Department of Planning and Investment to research and advise the Provincial People's Committee, and develop a strategy to gradually invest in infrastructure in these raw material areas, first of all in large and important areas.

The Provincial Party Secretary also emphasized that Que Phong should continue to maintain and improve the efficiency of the existing rice land area to ensure food security. Along with that, to develop livestock farming, the district needs to guide people on grass planting, disease prevention methods as well as thinking and business style towards goods.

Pointing out the strategic orientation for agricultural development in Que Phong, the Provincial Party Secretary emphasized that only by implementing the above issues well can people's lives be improved and this is also the foundation for building new rural areas.

Regarding poverty reduction, the Secretary said: Que Phong district should set the goal of hunger eradication and poverty reduction as more important than building new rural areas because it is a poor district, so hunger eradication and poverty reduction must be carried out step by step, systematically and fundamentally.

In particular, the Provincial Party Secretary requested that the district must provide the poor with means and means of production associated with economic development models to achieve the goal of rapid and sustainable poverty reduction. In addition, it is necessary to carry out education well, improve people's knowledge, ensure that school-age children can attend school fully; and carry out information and propaganda work to the people.

Sharing about the current situation of attracting talented cadres from other regions to the district, which is facing many difficulties, the Secretary suggested that the district must rely largely on local cadres, as well as attract local children to be trained, and continue to train existing cadres to be truly skilled.

Regarding standards, the Provincial Party Secretary emphasized that the district needs a certain number of well-trained cadres for development, but also needs a number of cadres stationed in villages and communes who are very knowledgeable about the locality and have the ability to lead the masses.

“I suggest that you should study and build a political system in the direction that in important and key positions of the district, you should choose the best cadres to arrange, train, and practice, so that they can be the locomotives to promote the development of the district; and in positions in remote areas, you should choose people with courage, understanding of the locality, and close to the people” - the Provincial Party Secretary pointed out.

He also requested Que Phong to do a good job of rotating cadres to the grassroots level to train and prepare the next generation of key cadres; research to implement job descriptions well; and rearrange the apparatus for efficiency with a forward-looking mindset.

The Provincial Party Secretary also responded and pointed out solutions to the district's recommendations. Regarding the issue of hydropower, the Provincial Party Secretary said that the province has stopped granting licenses to build new hydropower plants. As for the hydropower plants in operation, including Que Phong, Secretary Nguyen Dac Vinh suggested that the district work with the hydropower companies and the province will accompany the district to request the companies to better participate in social security policies in the area.

Regarding the proposal to revoke the licenses of companies that rent forestry land in the area but do not plant forests, the Provincial Party Secretary affirmed his support for revoking the licenses of companies that do not plant forests according to the correct procedures.
