Provincial Party Secretary: 'The poorer the locality, the more carefully it must calculate to choose investments'

(Baonghean.vn) - On the morning of October 6, comrade Nguyen Dac Vinh -Member of the Party Central Committee, Secretary of the Provincial Party Committeehad a working session with the Standing Committee of Con Cuong District Party Committee.

Also attending the meeting were comrade Le Minh Thong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Inspection Committee and a number of leaders of provincial departments and branches.

On the Con Cuong district side, there were the new Secretary of the District Party Committee Nguyen Dinh Hung; comrades in the Standing Committee of the District Party Committee and representatives of a number of district-level departments and offices.

Provincial Party Secretary Nguyen Dac Vinh chaired the meeting.

Reporting to the working delegation, comrade Vi Duc Hoai, Standing Deputy Secretary of Con Cuong District Party Committee, said that the district's economic growth rate in the first 9 months compared to the same period reached 7.13%.

The economic structure shifted in the right direction, with agriculture and fishery accounting for 45.52%, down 0.53% over the same period; industry and construction accounting for 14.11%, up 0.51%; services accounting for 40.37%, up 0.07%. The poverty rate according to the multidimensional poverty standard was 30.69%.

“In the 2015-2016 school year, the education sector was ranked as advanced by the province; one more school was built that met national standards, bringing the number of schools that met standards to 32/47 schools, reaching 68.09%,” said comrade Hoai.

In recent times, Con Cuong district has also paid attention to implementing well the work of hunger eradication, poverty reduction, job creation, ensuring social security; timely and correct payment of policies for people with meritorious services, social protection beneficiaries, and the poor.

In addition to the achievements, Con Cuong district still has many limitations such as the slow progress of basic construction and site clearance for some key projects. The security and order situation is still potentially complicated. The work of ensuring traffic safety is not very effective. The organization of some inspections and supervisions is still slow, the quality and efficiency are not high.

The work of inspecting and detecting party organizations and party members when there are signs of violations is not regular. Some party committees have not focused on leading the implementation of the "Skilled Mass Mobilization" movement, so the results of building the model are not many.

At the meeting, Con Cuong District Party Committee also proposed many issues to the working delegation. “The province is requested to have a special mechanism for Con Cuong district to implement the roadmap of the Project to build Con Cuong district into a town in the direction of ecological urban areas; consider allocating additional annual investment capital for the district to build and complete a number of urban infrastructure works, traffic infrastructure such as roads to high-rise residential areas; roads to stadiums; routes from National Highway 7A to small industrial parks, hospitals; Thanh Nam rigid bridge…”, the Standing Deputy Secretary of Con Cuong District Party Committee proposed.

Con Cuong district also asked the province to use 100% of the land use fee in the district for the period 2016-2020 to have resources to build the town's infrastructure, aiming to achieve the criteria of a type 4 urban area by 2020; requested the Provincial Party Committee, Provincial People's Committee, and Department of Finance to support funding for Con Cuong to complete 2 unfinished cultural works in the area; create conditions for Con Cuong district to access preferential loans to build a number of key infrastructure works in the area.

Con Cuong is a district with great potential for tourism development but has not been effectively exploited. To create a highlight for tourism in the West in general and Con Cuong in particular, the district proposed the province to approve a project to build a museum of ethnic cultures in the West of Nghe An in the locality or a museum of the district...

Regarding the proposals of Con Cuong, the Provincial Party Secretary assigned relevant departments and branches to continue researching for advice. At the working session, representatives of provincial departments and branches also contributed many ideas to the Standing Committee of Con Cuong District Party Committee to promote the comprehensive development of this locality and at the same time requested the district leaders to promptly resolve many shortcomings in management work, especially land issues....

The provincial working delegation also requested Con Cuong district to promptly resolve persistent problems reported by voters during recent voter meetings.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Minh Thong emphasized: "Con Cuong District needs to strengthen forest care and management. Forests are closely linked to the economy and cultural life of the local people, so it is necessary to pay attention and encourage people to reclaim and restore land, and provide loans for livestock raising."

Concluding the meeting, Comrade Nguyen Dac Vinh highly appreciated the efforts to promote economic and social development and budget collection of Con Cuong district in recent times. However, the Provincial Party Secretary suggested that the district should not be hasty, leading to ineffective investment.

"We must choose an order to prioritize investments. Whatever is effective, fast and necessary should be put first. The poorer the locality, the more carefully we must calculate when choosing investments, because resources are not large," the Provincial Party Secretary emphasized.

The head of Nghe An Provincial Party Committee suggested that Con Cuong district continue restructuring agriculture with the province's assistance; continue the goal of building new rural areas, focusing on villages; rearrange land, organize agricultural production to eliminate hunger and reduce poverty.

However, tourism development is not simply about building tourist areas but also developing accompanying services and guiding people to do it together. There must be synchronous investment, with souvenir shops, restaurants and hotels," Comrade Nguyen Dac Vinh emphasized and asked relevant departments and branches to study the district's proposals to advise on solutions./.
