The election of deputies to the 14th National Assembly and People's Councils at all levels of the province for the 2016-2021 term was a great success, ensuring democracy, compliance with the law, safety, and economy, making an important contribution to the overall success of the election taking place nationwide. With 97.68% of the total number of voters participating in the vote, voters of the province demonstrated a high sense of responsibility for building the power agencies at all levels of the province and the whole country.

The success of the election affirmed the solid political stability in the province; the close and decisive leadership and direction of Party committees and authorities at all levels, the close coordination of the Vietnam Fatherland Front and socio-political organizations, especially the efforts of electoral units from the province to the grassroots level in the process of preparing and organizing the election.

The Standing Committee of the Provincial People's Council for the 2016-2021 term was introduced to take up its duties.

With the position of a local state power agency, representing the will, aspirations and mastery of the people, in the 2011-2016 term, on the basis of inheriting and promoting the achievements and experiences of previous terms, the 16th Provincial People's Council continued to innovate its organization and operations, making many fundamental advances and changes in performing the function of supervision and timely decision on important local issues, to focus on effectively implementing the policies and directions of the Central and Provincial Party Committee, contributing to the whole province achieving many outstanding achievements: The economy continued to grow quite well, higher than the national average; the economic structure had a positive shift; budget revenue increased rapidly; the infrastructure system was focused on investment, construction and rapid development, especially traffic and urban infrastructure; the appearance of urban and rural areas was increasingly renewed; There are many positive changes in the socio-cultural sphere, the material and spiritual life of the people is improved. National defense and security are stable, the political system is consolidated and strengthened.

Nghe An is making rapid and steady progress towards the goal of becoming the economic and cultural center of the North Central region.

The success of the 16th Provincial People's Council continues to supplement and affirm the achievements and experiences of the Provincial People's Council under the direction and guidance of the Central Government, the close leadership of the Provincial Party Committee, the support, assistance and supervision of voters and people in the province, and at the same time creates a premise for the 17th Provincial People's Council and the following terms to continue to innovate, operate more and more effectively, worthy of the people's trust.

The task set for the 17th Provincial People's Council is very heavy, the focus is to successfully implement the Resolution of the 18th Provincial Party Congress, which is: "Improving the leadership capacity and fighting strength of the Party Committee, promoting the strength of great national unity, mobilizing potential strengths and effectively using all resources for rapid and sustainable economic development, improving the material and spiritual life of the people, building Nghe An into an economic center of the North Central region and a prosperous province in the Northern region", contributing with the whole country to successfully implement the Resolution of the 12th Party Congress.

To successfully achieve the set goals, it requires the entire Party, the entire army and all classes of people to unite as one, strive with the highest political determination; in which, the People's Council, the People's Committee, the Standing Committee of the People's Council, the leaders of the Provincial People's Committee, the People's Council committees and each individual delegate of the 17th Provincial People's Council must be proactive, innovative, creative, dare to think, dare to do, dare to take responsibility to be worthy of the trust of voters and people in the province.

From this general spirit, I would like to emphasize the following contents:

First of all, this is the first session of the Provincial People's Council for the 2016-2021 term, with extremely important contents related to the organization and operation of the Provincial People's Council and People's Committee apparatus throughout the term. At this session, key positions of the Provincial People's Council, People's Committee and specialized agencies of the Provincial People's Council will be elected; People's Jury of the Provincial People's Court will be elected according to the law.

Based on the requirements of tasks and practical situation of the province in the new period, the Executive Committee and the Standing Committee of the Provincial Party Committee have carried out steps and procedures to introduce personnel, ensuring seriousness, caution, objectivity, democracy and publicity according to the regulations of the Party and State on personnel work on the basis of the approved planning of the province's key staff.

With that meaning, I propose that the People's Council delegates uphold the spirit of responsibility in researching, democratically discussing, and selecting and electing virtuous, talented, and capable people to undertake and shoulder important responsibilities in the apparatus of the People's Council and the Provincial People's Committee in the coming time.

Second, immediately after this session, the Provincial People's Council needs to closely follow the goals and tasks in the spirit of the Resolution of the 12th National Party Congress, Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province until 2020, Resolution of the 18th Provincial Party Congress to discuss, decide and promulgate work programs and resolutions of the Provincial People's Council to effectively implement them right from the first day and month of the term.

Continue to comprehensively innovate the activities of the People's Council, improve the capacity, effectiveness and efficiency of the People's Councils at all levels of the province; focus on improving the quality of meetings, ensuring that resolutions are issued closely and in accordance with legal regulations and in line with the development requirements of the province, and are feasible.

As a local state power agency, representing the will, aspirations and mastery of the people, during this term, the Provincial People's Council must always have solutions to improve the quality of the staff, civil servants, improve operational efficiency, ensure good implementation of the function of deciding on important policies and measures in all aspects of the province. Strengthen the supervision of law enforcement by state agencies, economic and social organizations in the area to promptly detect conflicts, weaknesses and shortcomings in management and operation, helping state agencies adjust their operations in a positive and effective direction.

With the responsibility of a People's Representative, each Provincial People's Council delegate needs to be closer to the people, closer to the people and closer to the grassroots; proactively coordinate closely and regularly with socio-political organizations, better organize supervisory activities, innovate contact with voters, detect problems earlier and take effective and practical actions.

Third, regarding the activities of the Provincial People's Committee for the 2016-2021 term: The Provincial People's Committee must be proactive and determined to overcome weaknesses and remove barriers that are hindering the province's development in various fields, such as: Investment and business environment; administrative procedures; provincial competitiveness index; satisfaction index of people and businesses with the services of state administrative agencies, etc.

2016 marks the beginning of the activities of the 17th Provincial People's Council for the 2016-2021 term, with many opportunities and also many difficulties and challenges; the tasks ahead are extremely important, urgent and heavy.
