Provincial Party Secretary: Pay attention to developing human resources in science and technology

Reporting to the Provincial Party Secretary and the working delegation, Director of the Department of Science and Technology Tran Quoc Thanh said that in two years (2016-2017), the province's science and technology research activities prioritized 6 key science and technology fields: agriculture, medicine and pharmacy, science and technology serving the socio-economic development of districts, cities and towns; social sciences and humanities; information technology; environment, intellectual property with 64 topics and projects being implemented. Many activities and topics applying science and technology have brought about practical results.

The Department of Science and Technology is calling for individuals and organizations to participate in chairing 11 topics and projects, including 6 topics and projects in the second phase of 2017 and 5 topics and projects in the first phase of 2018.

The unit has implemented many solutions for technological innovation, intellectual property, creativity; developing the science and technology market and innovative startups. In particular, in recent years, the Department of Science and Technology has done a good job in inspection and examination. "In 2016 and the first 6 months of 2017, we conducted 10 inspections at 283 establishments, penalizing 53 establishments with a total fine of nearly 600 million VND" - the head of the Department of Science and Technology said.

However, the Director of the Department of Science and Technology also frankly stated that the contribution and impact of science and technology on economic and social development, although there have been many advances, are not high.

The application and attraction of high-tech application projects are not commensurate with the potential, the technology market is still underdeveloped; the speed of technological innovation in enterprises is still slow, and the level of technology is not high.

These were also issues that delegates attending the meeting focused on discussing. Director of the Department of Home Affairs Dau Van Thanh cited data that the total science and technology human resources of the province currently have 49,342 people with university degrees or higher, including 4,989 masters, 421 doctors, 75 associate professors and 5 professors.

However, science and technology activities have only solved the internal problems of the province, while creating breakthroughs to exploit potential advantages is not strong. From the above assessment, the Director of the Department of Home Affairs said that there should be solutions to fully promote this human resource.

Director of the Department of Agriculture and Rural Development Hoang Nghia Hieu affirmed that the agricultural sector has benefited from many recent achievements in research and application of science and technology, but the results have not been as expected, proving that Nghe An does not have strong branded agricultural products.

From there, Mr. Hieu suggested that it is necessary to cooperate with businesses to research and apply science and technology in agriculture; pay attention to topics and projects to improve the competitiveness of agricultural products.

Vice Chairman of the Provincial People's Committee Huynh Thanh Dien highly appreciated the progress in the province's science and technology activities, and emphasized the purpose of science and technology research focusing on research topics with high applicability, serving the people and businesses.

Affirming the role of science and technology in socio-economic development, Provincial Party Secretary Nguyen Dac Vinh emphasized the view that the science and technology sector must rely on the strengths and specific conditions of the province to develop; in which there must be a harmony between the use of knowledge and achievements in this field; at the same time, research to create new knowledge.

Going into details, the Provincial Party Secretary asked the question: Who will do science and technology? To emphasize the requirement of building an organizational system and human resources operating in this field in the province.

Accordingly, the Department of Science and Technology must review science and technology research organizations to have development strategies and policies.

Regarding human resources in the field of science and technology, in addition to the available team in the area, the Provincial Party Secretary also suggested a force of people working in expert groups of companies and corporations investing in the province, including local officials participating in these groups and becoming an important force doing science and technology in the area.

Therefore, according to the Provincial Party Secretary, there needs to be a policy on investing in new technology so that local officials and experts have the opportunity to access and work in research groups of investors. “I think the organization and human resources for science and technology are the most important,” the Provincial Party Secretary emphasized when concluding this content.

Regarding the tasks of the science and technology sector, the Provincial Party Secretary stated that the immediate priority is to research strategies, especially the strategy for developing Nghe An province in the right direction; at the same time, research and develop the fields of agriculture, industry, services, health care, etc., in which priority is given to clean technology and high technology.

However, Secretary Nguyen Dac Vinh also noted that when attracting projects, there must be a force with sufficient capacity and qualifications to advise and respond well to the technology of the projects for the province.

The head of the Provincial Party Committee also agreed with the orientation of supporting the development of science and technology enterprises, technological innovation, and innovative startups.

Regarding funding for science and technology activities, stating that the State only ensures the most basic and essential needs under permitted conditions, the Provincial Party Secretary suggested that the science and technology sector needs to exploit the resources of enterprises for investment, research and application; to do so, it is necessary to provide full information to enterprises in the spirit of letting them see the benefits and effectiveness.
