Provincial Party Secretary: Agree on the policy of promoting decentralization for Vinh city

(Baonghean.vn) - On the morning of October 17, the Provincial Party Committee Standing Committee worked with the Vinh City Party Committee Standing Committee to listen to and give opinions on the socio-economic development situation and the implementation of Resolution 26 - NQ/TU of the Politburo, Decision 2468/QD - TTg of the Prime Minister on the policy of developing Vinh city into an economic and cultural center of the North Central region.

Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting. Also attending were comrades: Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; and comrades in the Standing Committee of the Provincial Party Committee, representatives of departments and branches of the province.

On the Vinh city side, there were comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of the Vinh City Party Committee; comrades in the City Party Standing Committee and departments and branches.

At the meeting, the Vinh City Party Committee Standing Committee proposed to the Provincial Party Committee Standing Committee specific mechanisms and decentralization for the city related to planning, construction licensing, urban management; construction project investment management; regular revenue and expenditure; capital mobilization for development; culture - society; personnel work, apparatus organization; and Party building work.

Based on the suggestion on resource mobilization for Vinh city, Director of the Department of Planning and Investment Nguyen Van Do suggested: “The first direction is for Vinh city to mobilize ODA resources. The second is to implement the public-private partnership model well; at the same time, proactively attract and enhance socialization in attracting investment; exploit land potential”.

In the spirit of decentralization to create an open mechanism for the city to develop breakthroughs, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested that the relevant sectors pay more attention to Vinh City because it is the face and development locomotive of the province. Investing in Vinh City will bring many benefits.

“I agree with the view that the city needs to be bold in decentralizing. Based on today's comments, Vinh City will select the content for the Chairman of the Provincial People's Committee to preside over and work with the sectors. Whatever is correct, we will decentralize immediately, and whatever is still stuck in regulations, we propose that the Standing Committee let the city pilot it,” the Chairman of the Provincial People's Committee emphasized.

Supporting the policy of boldly piloting decentralization for Vinh city, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son stated that Vinh must be a livable city, "only then can it attract human, material and financial resources". To do so, the city must manage planning well as well as resolve issues of hygiene, environment, food safety and infrastructure.

Concerned about the development speed of Vinh city, Provincial Party Secretary Nguyen Dac Vinh requested that this locality needs to harmoniously define the vision and clearly define the core goals in the development process.

Going into each specific issue, the Provincial Party Secretary requested that planning and planning management are clear tasks and must be well implemented, along with publicizing planning to attract investment as well as for officials and people to carry out supervision work; at the same time, building a civilized, green - clean - beautiful city; promoting the application of information technology in administrative work.

With the goal of becoming the center of the North Central region, Vinh must be a convergence city. Therefore, comrade Nguyen Dac Vinh emphasized the development orientation: "The city must be the center of innovation and start-up of the province and region; the city must have architectural characteristics; build friendly and hospitable people; have good services including the state and people; create attractiveness for investors, scientists, and cultural people in the direction of a convergence city. I request that comrades base on the criteria for management, try to persistently create those values".

Along with the strong development of the service sector in the economic structure, the Provincial Party Secretary said that Vinh city should promote the development of clean industry associated with clear planning to attract investment, as well as calculate the relocation of industrial parks out of the inner city area. "Cities that come later need to learn from the experiences of cities that developed earlier to go in the right direction, so they should pay attention, refer to models for development and selectively absorb to build Vinh city", comrade Nguyen Dac Vinh pointed out.

The Provincial Party Secretary also requested Vinh City to pay attention to developing and promulgating a list of programs and projects that need investment until 2020. From there, proactively promote and attract investment, mobilize resources from inside and outside the province and abroad and well implement the projects being invested; promote administrative reform in a clean, transparent manner, serving the people, investors and the city must be a leading example in the province; innovate and research land clearance policies in the direction of harmonizing the interests of the people, businesses and the state; resolutely recover slow-moving projects, fight land speculation; do a good job of receiving people, handling petitions, complaints and denunciations in the direction of enhancing the role of elected agencies.

Comrade Nguyen Dac Vinh also emphasized that this locality effectively uses the city's land fund, harmoniously develops services, trade, and industry; at the same time, completes the construction of new rural areas in the direction of suburban residents having a high standard of living, suitable landscape, land fund for developing recreation and entertainment areas; distributes and organizes residential areas to invest in synchronous infrastructure.

He also suggested that Vinh city pay attention to supporting Vinh University and educational institutions, seek and have policies to attract higher education institutions, professions, and scientific research facilities; strengthen development while strengthening state management of culture, continue to invest appropriately in cultural institutions; predict population size well to have development policies; grasp the security and order situation well; promote prevention, attack, and suppression of crimes and social evils.

The Provincial Party Secretary suggested that the city focus on budget collection, ensure targets, and do a good job in party and government building.

Regarding the recommendations on decentralization to Vinh city, the Provincial Party Secretary pointed out: The contents within the authority of the Provincial People's Committee are requested to be reviewed by the Provincial People's Committee and what can be delegated to the city to do. Any issues under the provisions of law and the authority of the Government, if piloted, will be assigned to the city for piloting; and for issues that cannot be piloted, Vinh city is requested to gather and make recommendations to the Provincial National Assembly delegation to make recommendations to the Central Government.

Provincial Party Secretary Nguyen Dac Vinh also responded to each specific proposal of the Vinh City Party Committee Standing Committee and emphasized that in addition to the province's support, he "wants the city, with its responsibility as the province's locomotive, to promote all internal strength and strive to build a city that develops quickly and sustainably."
