After listening to the National Assembly representative report on the results of the 4th session of the 14th National Assembly, voters of Nam Nhoong commune expressed their confidence in the innovations of the National Assembly and the Government; and at the same time proposed many issues of concern.

Voter Ha Van Thu (Na Hoc 2 village) reflected that Nam Nhoong is a poor commune, without mineral resources, livestock raising without large pastures, so the herd cannot be developed, people face many difficulties in life. Voters requested that authorities at all levels and sectors consider allocating part of the land area of ​​Pu Hoat Nature Reserve according to Decision 163 to people with land for production and business, helping people develop the economy based on afforestation.

This voter also mentioned that the personnel work is facing many shortcomings, in that, while there are surpluses in some civil service positions such as land administration and justice, the police are lacking people, while the tasks and functions are increasing. The voter suggested that it is necessary to accept and seriously implement the policy of streamlining and reducing the payroll of the Party and State.

Voter Vi Thi Dan reported that since 2011, the commune's kindergarten has invested in building 3 classrooms, but after only 6 years of use, they have seriously degraded. In addition, the school has 8 groups of classes, but there are still 3 classrooms in a makeshift state, made of conical hats. Voters suggested that all levels and sectors need to pay attention to the investment and construction supervision process, as well as preferential policies for kindergartens in remote areas in terms of facilities, ensuring that children here have the right to go to school, study and play.

Regarding support programs for people to escape poverty, voter Ha Van Chien (Na Hoc 1 village) explained that according to the Government's program 135 on socio-economic development for communes with special difficulties in ethnic minority and mountainous areas, in Nam Nhoong commune, many programs have been implemented to develop livestock production, but have not yet brought about positive results. Citing specific examples, voter Chien said that when crossbred cattle were brought to the people, the quality of the breed was not guaranteed, the herd did not develop healthily, epidemics occurred frequently, people were confused, and encountered many difficulties in livestock farming. Therefore, voters recommended that when implementing projects, it is necessary to supervise the selection of animal and plant breeds suitable for the local climate and soil conditions, thereby limiting risks.

Voter Vi Van Dai (Na village) expressed concern that while poor households enjoy many policies and support programs, near-poor households have great difficulty accessing loans. Voters suggested that attention should be paid to and policies should be changed to help near-poor households escape poverty sustainably.

Voters also mentioned issues such as: the situation of students going to school for recruitment - "there are recruitments but no recruitments"; inappropriate professional training for doctors in mountainous areas; low allowances for village and commune-level cadres; illegal gold mining still occurs...

Regarding the fact that students who are recruited after graduating from university do not have many opportunities to find jobs in state agencies, the Secretary of the Party Central Committee raised the question: “We must understand what jobs are? They are legal jobs. We should abandon the mindset that after graduating from university, we must work in state agencies, in addition, the number of civil servants is decreasing.”

The Party Central Committee Secretary suggested that, from the knowledge learned, with hands and brains, we should know how to organize ourselves, assert ourselves by creating jobs or working in enterprises, and have a stable income. "Talented people always know how to identify the right place to contribute and fully develop their intelligence" - he shared.

Sharing with the people about the projects implemented under the Government's Program 135 that are seriously deteriorating, Secretary of the Party Central Committee Phan Dinh Trac suggested that localities review the projects, find out the causes due to technical construction, or from the side and responsibility of the users, and from there, propose timely solutions.

Regarding allowances for village and commune-level cadres, the Party Central Committee Secretary said that in the near future, the Government will resolutely allocate salary funds. Accordingly, "the budget pie will be controlled. If we recruit more, we will have to "share" more, and vice versa."

Regarding policies for people to plant forests, Mr. Phan Dinh Trac said that this is one of the current prominent issues in mountainous areas nationwide. He also shared the difficulties of the people when the policies have not really created a stable and developed life for people living on forests, especially in the use of special-use forests and natural forests.

Regarding the issue of hunger eradication and poverty reduction for people in mountainous areas, the Party Central Committee Secretary said that every year the Government has a national target program on sustainable poverty reduction, with the support method of "giving fish, giving fishing rods". The problem is that if we give "fishing rods", people need to have knowledge and be trained. So how?

"The fastest way is for each cadre to work hard to stay close to the grassroots, to go to the people and "show them how to do things", do not use high-sounding words, but explain briefly and easily, so that people can absorb quickly" - the Party Central Committee Secretary shared.

He suggested that people should not abuse policies to become dependent. They should know how to use support funds to do business, develop the economy from within, to change their own lives and participate in building a better social life.
