Party Central Committee Secretary Phan Dinh Trac: "The furnace" is getting hotter in many localities
(Baonghean.vn) - On the morning of May 3, National Assembly deputies (NADs): Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; Nguyen Thi Thao - doctor of the Northwest Nghe An Regional General Hospital; Moong Van Tinh - official of Que Phong District Youth Union conducted voter contact activities in Chau Thanh commune, Quy Hop district.

At the meeting, in the spirit of democracy, frankness and openness, voters of Quy Hop district made recommendations to the National Assembly deputies on many issues that voters are interested in, such as: Policies to support land for production and living for ethnic minorities; land recovery from forestry and farm farms for people to manage; funding support for rural infrastructure construction; deforestation in Pu Huong nature reserve; early allocation of land according to Decree 163, 164 of the Government for people to produce...
Voter Vi Van Thiem (Chau Hong commune) expressed his high agreement with the Party and State's drastic fight against corruption in recent times, which has initially brought about positive effects and created consensus among the people. However, voters expressed concern that the recovery of corrupt assets is still too little compared to the amount of corrupt assets. Voters said that the situation of "hot above, cold below" still exists, and that grassroots localities have not really taken drastic action, but are still general. Therefore, voters suggested that the Party, State, leaders at all levels, and authorities need to have synchronous and effective solutions so that the fight against corruption can get on track and be effective.
Referring to the Prime Minister's Decision 92 on supporting poor households to receive a 100,000 VND/month allowance, voter Vi Van Thiem said that the support policy is correct, but has not been effective in eliminating hunger and reducing poverty for the people, because the support policy is still low. Voters hope that the Party and the State will reconsider to increase the support level for poor households, helping people to sustainably reduce poverty.

Voter Ngo Thi Huong (Hamlet 2, Chau Thanh Commune) suggested that for people in mountainous areas, economic life mainly depends on afforestation, but people are facing many difficulties in borrowing capital from the Policy Bank to plant forests. According to regulations, the loan capital is only valid for 3 years, while it takes 5-7 years to plant forests with "finished products". Therefore, voters proposed to increase the loan term for afforestation from the Policy Bank to 5 years.
Voter Nguyen Thi Thanh (Chau Thanh commune) reflected that due to the terrain being mostly mountainous and scarce, residential land, people mainly live along the mountainside, stream banks, even in places with high risk of landslides. Faced with this situation, the State has paid attention to building a resettlement area for the people here, but more than 10 years have passed since the start of construction, and the resettlement area has not yet been completed. Voters requested that all levels and sectors continue to pay attention and help the people here to soon have a place to live, stabilize their lives, and focus on economic development.
Referring to the consequences of mineral exploitation, voter Nguyen Thi Thanh also said that Chau Thanh commune is greatly affected by mineral exploitation and processing activities, especially the impacts on the living environment. State management of minerals and the environment still faces many difficulties. Some mineral exploitation facilities still refuse to pay environmental fees to the locality after closing the mine. It is recommended to strengthen the supervision and management of mineral exploitation in the area.
After listening to the voters' recommendations, on behalf of the National Assembly delegation, Party Central Committee Secretary Phan Dinh Trac directly explained the issues that Quy Hop voters were concerned about.

Regarding the fight against corruption, Party Central Committee Secretary Phan Dinh Trac said that the Central Steering Committee for Anti-Corruption has been taking drastic measures, and many localities are getting "hotter". Specifically, if in 2017, the whole country had 22 provinces and cities that had not discovered any corruption cases, then by 2018, the whole country had only 4 provinces. The Party Central Committee Secretary further informed that it is expected that in June 2018, a National Conference on Anti-Corruption will take place, aiming to heat up the "oven" even more from the Central to the local levels.
In addition, at this 5th session, the National Assembly continued to discuss the Law on Anti-Corruption, including the content on recovering corrupt assets.
Regarding the issue of environmental restoration after mineral exploitation, Mr. Phan Dinh Trac affirmed that the National Assembly and the Government have issued the Law on Minerals and have specific guiding Decrees.
The Party Central Committee Secretary analyzed that before granting operating licenses to mineral exploitation facilities, they all go through three steps: reviewing the planned area; district and commune authorities meeting to discuss and collect opinions; and soliciting opinions from local people. When exploiting, it is necessary to consider the ability to comply with environmental protection to make a decision to continue to extend or revoke.
“If we do it seriously and follow the correct procedures, there will be no unfortunate consequences,” said comrade Phan Dinh Trac. Therefore, he requested all levels and sectors to speed up the process of resolving and overcoming the impacts, avoiding affecting the lives of people.
