Party Central Committee Secretary Phan Dinh Trac: The rights of people in the planning area are still guaranteed under the new law.
(Baonghean.vn) - Clarifying voters' recommendations on planning work, comrade Phan Dinh Trac said that for people living in planning areas but authorities at all levels have not yet implemented them, their rights are still guaranteed according to the new Planning Law.
On the afternoon of November 21, the 14th National Assembly delegates, including comrades Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province; Hoang Thi Thu Trang - Secretary of Nghia Dan District Party Committee; Moong Van Tinh - official of Que Phong District Youth Union; Nguyen Thi Thao - Doctor of Tay Bac Nghe An General Hospital, had a meeting with voters of Tay Hieu commune, Thai Hoa town.

The conference recorded 10 opinions with 16 groups of issues related to people's livelihood, socio-economic development, and administrative reform.
Voter Thai Thi Hai, Tay Hieu commune,Thai Hoa townThe Central Government is requested to soon issue a document guiding the implementation of the number of files for granting and exchanging medals and honors. The reason voters raised this proposal is due to Notice No. 1901 dated September 22, 2016 of the Central Emulation and Commendation Committee on the pilot implementation of the electronic commendation file system for the Emulation and Commendation sector and the granting and exchanging of medals, honors and certificates of recognition of all kinds.
Up to now, the granting and exchange of State-level medals and emulation forms have been carried out by restoring old recognition certificates (at the time the collective or individual was awarded).
However, on July 1, 2016, the Government issued Decree No. 99/2016 on the management and use of seals, which stipulates that “It is strictly forbidden to use expired seals”. Therefore, the issuance and exchange of seals is temporarily suspended (including some cases that have been confirmed and sealed).

Voter Nguyen Thi Cau, Tan An hamlet, suggested that the State management agency should regulate and stabilize pork prices. In addition, for localities with a large livestock farming rate such as Tay Hieu commune, the arrangement of grassroots veterinary staff is very necessary.
Mr. Phan Dang Minh, Bac Ninh hamlet, is concerned about administrative reform, especially problems related to land procedures and records. He suggested that the province and town need to improve administrative reform and create the most favorable conditions for the people.
Voters in Tay Hieu commune also reflected on the social insurance regime for retired soldiers; inadequacies in implementing hospital transfers; overloaded vehicles damaging roads; difficulties in livestock development; the State needs to widely announce the planning for people living in the planning area.

Ensuring rights for people in the planning area
Party Central Committee Secretary Phan Dinh Trac has received and clarified the concerns raised by voters. Regarding the guidance on granting and exchanging certificates of recognition, medals and inadequacies in the regulation on the percentage of salary increase before the deadline for cadres and civil servants, the Head of the Central Internal Affairs Committee said that the provincial National Assembly delegates took note to report to the Ministry of Home Affairs and the Government to ensure the legitimate rights of cadres, civil servants and people with meritorious services to the country.

Regarding voters' recommendations on arranging veterinary positions at the grassroots level, comradePhan Dinh Tracaffirms that this is the reflection of voters in many localities. The streamlining and concurrent holding of positions aims to reduce staff and budget but must be very practical. The proposal of voters of the Provincial National Assembly Delegation recorded the reflection to the province, the Government and the National Assembly.

Also at the conference, departments, agencies and leaders of Thai Hoa town responded and clarified some recommendations of voters.
Regarding the proposal on existing problems in administrative reform, Chairman of Thai Hoa Town People's Committee Pham Chi Kien said that the locality has resolutely directed to create changes in administrative reform work.administrative reform.
That is demonstrated through the Resolution of the 3rd Thai Hoa Town Party Congress, term 2020 - 2025, administrative reform is one of the breakthrough tasks in the development process of the town.

The Chairman of the People's Committee of Thai Hoa town requested that citizens who discover cases of official harassment should promptly report the information via the hotline posted at the one-stop shop so that local leaders can promptly handle the case strictly; raising the sense of responsibility and public ethics of civil servants.

Tay Hieu Commune, Thai Hoa Town has an area of 2,363.09 hectares and a population of 8,023 people. The Party Committee has 526 members operating in 15 Party cells. The people's livelihood is mainly farm workers. Up to now, the average income per capita is 45.5 million VND/year. Tay Hieu Commune was recognized as a commune meeting new rural standards in 2015.
