Currently, people in Nghe An are harvesting summer-autumn rice. However, to take advantage of the sunny weather, many households have dried rice right on the roads, posing a potential risk of traffic accidents.

In the long term, the commune will continue to coordinate with relevant agencies to remind and take measures to handle violations to ensure traffic safety. Photo: Van TruongAlthough the need to dry rice during the rice harvest season is important, to ensure traffic safety for people and vehicles when participating in traffic on the roads, each person needs to raise awareness of maintaining traffic order and safety to avoid unfortunate accidents that may occur. Local authorities of communes need to propagate and mobilize people to bring rice to the stadium or the yard of the village cultural house to dry to ensure traffic safety. According to the provisions of Clause 1, Article 12, Decree 46/2014 dated May 26, 2016 of the Government on administrative sanctions for violations in the field of road and railway traffic, individuals and organizations that dry rice, paddy, straw, stubble, agricultural, forestry and seafood products on the road may be fined from 100,000 to 400,000 VND;
In case of violation causing loss of life or serious damage to the health or property of others, the violator may be prosecuted for the crime of obstructing road traffic as prescribed in Clauses 1, 2, 3, Article 261, Penal Code 2015, with a fine of 30 - 100 million VND, non-custodial reform for up to 03 years, or imprisonment from 03 - 07 years; in case of causing very serious or especially serious consequences, the highest penalty is up to 10 years in prison.
