(Baonghean.vn) - That is the information provided to the inspection team of the province's judicial reform work at the Provincial People's Court on the morning of December 5 according to Resolution No. 49/NQ-TW, dated June 2, 2005 of the Politburo on the judicial reform strategy until 2020.

Reporting to the provincial inspection delegation, Mr. Ho Dinh Trung - Chief Justice of the Provincial People's Court, said that in 2017, implementing Resolution No. 49/NQ-TW and resolutions and directives of the Supreme People's Court, the People's Court of Nghe An province continued to deploy many solutions and measures for judicial reform in many professional activities of the sector.
During the year, the People's Courts at two levels in the province handled 10,429 cases of all kinds, of which 9,561 cases were resolved, reaching 92%. The People's Courts at two levels organized mobile trials for 389 first-instance criminal cases, thereby contributing to educating and deterring the people about the strictness of the law.
In resolving and adjudicating civil cases, the Courts focus on conciliation, creating conditions for the parties to reach agreements and resolve disputes, reaching 60.8%, equivalent to 4,128/6,789 cases. This is an effective measure to resolve cases quickly, saving time and money for the prosecution agencies and the people.
In adjudicating all types of cases, the Courts focus on improving the quality of debate at court to clarify the objective truth of the case and take the results of debate at court as the main basis for issuing a verdict according to Resolution No. 49.NQ-TW...

Also according to Mr. Ho Dinh Trung, thanks to the application of many judicial reform solutions, the rate of overturned cases in 2017 at 2 levels accounted for 0.015% and the rate of amended cases was 0.13%, lower than the target in Resolution No. 111/2015/QH13 of the National Assembly that annulled or amended cases should not exceed 1.5%.
The inspection clarified some difficulties. That is, the number of cases under the jurisdiction of the Court increased by about 10% annually, while the number of people was not increased; on average in 2017, each judge handled 85 cases/year. The rate of resolving civil and administrative cases at the Provincial People's Court was low and slow; besides the increase in the number of cases, the complexity of civil disputes and the involvement of many levels, many sectors, and many regulations of the State over the periods of administrative cases.
Some gambling cases still account for a large number; crimes of fraud, property appropriation, and abuse of trust to appropriate property related to pawnshops are increasing; therefore, solutions are needed to limit these crimes.

Concluding the meeting, Head of the inspection delegation Hoang Viet Duong highly appreciated the judicial reform solutions that the two-level Courts have implemented in the past time. Pointing out a number of shortcomings and limitations that need to be overcome, comrade Hoang Viet Duong requested the Party Committee of the Provincial People's Court to continue to lead the implementation of Resolution No. 49/NQ-TW and Conclusion No. 92/KL-TW of the Politburo; on that basis, periodically evaluate and supplement plans that are close to the actual situation and tasks, improving the quality of task implementation of the sector.
He also requested the Provincial Court to review and improve its organizational structure, improve the quality of its staff; have solutions to improve the quality of trial of cases, especially complex and sensitive cases; limit to the lowest level the number of annulled or amended judgments... People's Courts at all levels also need to proactively advise on consolidating and improving the quality of activities of judicial support organizations and law practice...
