Politburo directive on election of deputies to the National Assembly and People's Councils at all levels
The Politburo has issued a Directive on leading the election of National Assembly and People's Council deputies at all levels. The following is the full text of the Directive:
The election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is scheduled to take place on Sunday, May 23, 2021. This is an important political event of the country to select and elect exemplary representatives who are worthy of representing the will, aspirations and mastery of the people in the National Assembly and People's Councils at all levels for the new term, actively contributing to the building, consolidation and perfection of the socialist rule of law state of the people, by the people, for the people, under the leadership of the Communist Party of Vietnam.

In order for the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term to achieve high results, the Politburo requires Party committees and Party organizations at all levels to lead and direct the implementation of the following tasks:
1. Develop a specific plan to lead and direct the successful organization of the election; ensure that the election is conducted democratically, equally, legally, safely, economically and is truly a festival for all people.
2. Lead the implementation of personnel work well, ensuring the promotion of democracy and the Party's centralized and unified leadership in personnel work. Link the personnel results of Party congresses at all levels and personnel planning with personnel preparation work to introduce people who are exemplary in terms of qualities, ethics and capacity, have a firm political stance and viewpoint, meet the standards prescribed by law, and have the conditions to perform the tasks of participating as National Assembly deputies and People's Council deputies. Resolutely do not introduce candidates for National Assembly deputies and People's Council deputies at all levels who are unworthy or unqualified, especially those who have degraded moral qualities, are corrupt, seek positions and power, flatter, are arrogant, bureaucratic, cause disunity, and negatively affect the prestige of the Party and State.
3. Strive to introduce and select to elect truly representative National Assembly and People's Council deputies who are worthy of representing the will, aspirations and mastery of the people; ensure sufficient qualifications, sufficient numbers, and reasonable structure, in which the standards and quality of deputies are the focus, not lowering standards for the sake of structure. Strive to elect enough 500 National Assembly deputies and achieve the ratio of full-time National Assembly deputies.
4. The selection and introduction of candidates for the National Assembly and People's Councils must comply with the legal procedures and instructions of competent central agencies. Party committees at all levels focus on leading, directing and taking responsibility for organizing consultations and introducing candidates for the National Assembly and People's Councils at all levels; promoting the people's mastery in the election work, ensuring favorable conditions for all citizens to fully exercise their right to run for election and vote in accordance with the law.
5. Research, adjust, and supplement specific and strict regulations on responsibilities, powers, and coordination of agencies and units in charge of organizing elections; nomination and candidacy procedures; allocation of candidates for National Assembly deputies introduced by the Central Committee; appraisal of dossiers of candidates for National Assembly deputies and People's Council deputies; election propaganda and campaigning; handling of complaints and denunciations. Specific regulations on self-nomination must have a strict process, in accordance with the provisions of the Constitution and the law. Clearly stipulate what can be done and what cannot be done in election campaigns; avoid unhealthy "campaigning"; effectively overcome limitations and shortcomings in organizing elections for National Assembly deputies and People's Council deputies in recent terms.
6. Direct well the propaganda work, widely disseminate throughout the Party, the people and the army about the meaning and importance of the election; the provisions of the Law on Election of Deputies to the National Assembly and People's Councils; the position and role of the National Assembly and People's Councils in the state apparatus; the position and role of people's representatives; the rights, obligations and responsibilities of citizens in building a clean, strong, effective and efficient state apparatus. Encourage all voters to voluntarily, actively and proactively participate in the election, carefully study the list of candidates; each cadre and party member must be exemplary, uphold responsibility, propagate and mobilize people to actively participate in the election.
7. Closely direct the development of plans to ensure political security and social order and safety; promptly and legally resolve citizens' complaints and denunciations; prevent all acts of taking advantage of democracy and violating election laws. Resolutely fight against all distortions, plots, and acts of sabotaging the election, and taking advantage of the election to cause trouble. Have proactive plans to respond to natural disasters and epidemics that may occur during the election.
8. Provincial and municipal Party Committees shall establish steering committees to comprehensively lead the election work, do a good job of introducing candidates in the locality, and direct the timely resolution of issues arising in the process of preparing and organizing the election of National Assembly deputies and People's Council deputies at all levels in the locality.
9. The National Assembly Party Delegation, the Government Party Executive Committee, the Vietnam Fatherland Front Party Delegation, the Central Party Committees, the National Election Council, Party committees and Party organizations at all levels shall have specific plans to implement this Directive; proactively coordinate closely in the process of directing and organizing elections, ensuring the success of the election of National Assembly deputies and the election of People's Council deputies at all levels.
The Central Organizing Committee is responsible for guiding the implementation of this Directive./.
