Early completion of unfinished investment projects

Opening the meeting with voters, on behalf of the Provincial National Assembly Delegation, delegate Thai Van Thanh reported on the agenda of the 10th session of the 15th National Assembly and informed about the results of handling voters' opinions and recommendations.

At the conference, there were 15 opinions reflecting the thoughts and aspirations of voters to the National Assembly delegates. Voter Dang Van Nghi - Block 17, Vinh Phu Ward reflected that the 72m road under construction for more than 20 years has not been completed yet, the completed sections are now degraded, the drainage system is poor, flooding when it rains affects people's lives. Compensation for people is not satisfactory and not timely. Voters requested the province to pay close attention and resolutely complete the project soon, and have solutions to overcome the flooding situation when it rains.

Regarding the field of traffic infrastructure, voter Ngo Hong Cong - Secretary of the Party Cell of Block 24 proposed: Currently, in Block 24, there is a project of Hai Thuong Lan Ong road phase 2, passing through Nghi Phu and Hung Loc (old) which has not been implemented yet, the road is degraded, very dangerous for traffic participants and flooded during the rainy season. Voters have made many recommendations, requesting the Provincial People's Committee to pay attention and resolve this issue soon.

Voter Nguyen Thi Thai Ha reported that the pollution of Bac Canal caused bad odors that affected people's daily lives and ruined the urban beauty. People hope that authorities at all levels and sectors will pay attention and come up with solutions to solve the environmental pollution to stabilize their lives.

Voters' opinions on the southern canal of the resettlement area under the 95m road project in block 12. For many years now, the population has been very dense but the canal has not been built yet. Every time it rains, the residents in this area are flooded; requesting that the authorities promptly resolve this issue to ensure a stable life for the people during the flood season.

Voters petitioned that the 24m road connecting the 72m road through Pham Dinh Toai Street passing through Block 19 (old Nghi Phu) is currently unfinished (due to inadequate compensation for the people, leading to a prolonged situation). This issue has been reported many times but has not been resolved, causing traffic safety problems, bumpy roads, no electricity, and flooding during rain. Voters petitioned the People's Committee of Nghe An province to soon implement this road section.

In addition, voters' opinions reflect that the price list of agricultural land is low, land procedures are one of the complicated procedures; Many voters' opinions make recommendations on budget finance, public investment; Request the province to transfer investment capital of projects previously invested by the district to the commune level to be the investor; invest in building the office of Vinh Phu ward.

Many voters requested the Provincial People's Committee to support the budget to invest in purchasing school facilities and classrooms that have deteriorated and become outdated, such as Nghi Phu Secondary School, Nghi An Secondary School, Nghi Duc Primary School. Voters are concerned about the increasing situation of school violence in schools.

In addition, voters' opinions and recommendations on policies for people with revolutionary contributions, policies for the elderly; social benefits, health insurance examination; increasing the number of doctors in communes; issuing and exchanging land use right certificates. Voters suggested that it is necessary to handle environmental pollution from spontaneous slaughterhouses,...

Removing difficulties and obstacles

Representatives of leaders of relevant departments, branches and Vinh Phu ward explained voters' opinions, especially opinions related to compensation for site clearance, slow-progressing traffic infrastructure projects, public investment, agricultural land prices, social security policy payments, etc.

Speaking at the meeting, comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Policy and Strategy Committee shared the difficulties of the people of Vinh Phu ward in particular, and Nghe An province in general, who suffered heavy losses due to natural disasters. At the same time, he requested the local Party Committee and authorities to pay attention to overcoming the consequences so that people can soon stabilize their lives.

Comrade Thai Thanh Quy highly appreciated Vinh Phu ward for quickly stabilizing and getting to work, without interrupting the settlement of administrative procedures for people right after operating the 2-level local government.

Along with that, the ward has had many positive changes in all fields, affirming the great efforts and high determination of the Party Committee, government, Fatherland Front, socio-political organizations and people of all walks of life in the ward.

On behalf of the National Assembly deputies, at the meeting, comrade Thai Thanh Quy - Member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Policy and Strategy Committee acknowledged the voters' enthusiastic and responsible opinions and recommendations that are close to the practical situation. The voters' practical opinions and recommendations are an important basis for the authorities to study, consider and resolve, contributing to improving management efficiency, promoting local development and improving people's lives.

The comrade also discussed and explained many related issues. Accordingly, regarding the resolution of regimes and policies for people with revolutionary contributions, comrade Thai Thanh Quy requested that localities and relevant departments and branches need to thoroughly resolve them to ensure the honor, gratitude and legitimate rights of the subjects.

Emphasizing that the implementation of a two-level local government from July 1, 2025 is considered a "revolution" in the organization of the administrative apparatus in Vietnam, aiming at the goal of streamlining, modernizing, being close to the people, operating effectively and efficiently.

The revolution has a roadmap to arrange, so regarding Vinh Phu ward's proposal to invest in building a new centralized office, according to comrade Thai Thanh Quy, in the short term, localities should take advantage of existing offices, in the long term, the province needs to pay attention to directing communes to have appropriate plans to have centralized offices in difficult budget conditions.

Regarding voters' recommendations on the Land Law, comrade Thai Thanh Quy said that although the new Law has been amended, the implementation process still has many shortcomings compared to reality regarding land price lists, inheritance procedures, transfers, conversion of land use purposes... Therefore, at the 10th Session of the 15th National Assembly, the National Assembly will consider and approve the amendments and supplements to the Land Law.

Regarding voters' recommendations on slow-progressing projects, the Deputy Head of the Central Policy and Strategy Committee requested that departments, branches and localities review and have plans to soon complete projects to ensure people's lives and socio-economic development.

Comrade Thai Thanh Quy affirmed that the Provincial National Assembly Delegation will fully receive voters' recommendations, synthesize and reflect them to the National Assembly, the Government, central and local ministries and branches, in order to contribute to promptly resolving difficulties.
