Standing member of the Secretariat Tran Quoc Vuong has just signed and issued a notice of the Politburo's Conclusion on continuing to implement Resolution No. 5 of the 10th Party Central Committee on strengthening the Party's inspection and supervision work.

There is still a state of deference and avoidance.

The announcement reiterated that at the meeting on August 16, the Politburo discussed and concluded that over the past 10 years of implementing the Resolution, inspection and supervision work has had many innovations and achieved outstanding and important results.

Specifically, awareness of Party committees, Party organizations, Party members, first of all, Party committee leaders about the position, role, purpose, meaning and importance of inspection and supervision work has been raised.

The system of regulations on inspection and supervision work of the Party has been issued relatively fully, synchronously and consistently. In recent years, many complicated, sensitive, prominent cases that have caused public outrage have been focused on leadership, direction, inspection, supervision and timely and strict handling.

The quality, effectiveness and efficiency of the Party's inspection and supervision work are increasingly improving, creating an impression and spreading in society. The above results have contributed to maintaining political stability, promoting socio-economic development, and strengthening the trust of cadres, party members and people in the Party and the State.

However, the Politburo also noted that compared to the requirements and tasks of Party building and rectification, the Party's inspection, supervision and discipline work still has limitations and weaknesses.

There are times and places where the inspection leadership is not proactive, regular, thorough, or decisive; there is still a state of deference and avoidance. Inspection results are uneven, with clear changes at the central level, but not at other levels.

Publicly disclose the results of inspection, supervision and disciplinary action

To continue to effectively implement Resolution 5 of the 10th Central Committee and improve the effectiveness of the Party's inspection and supervision work to meet the requirements of the new situation, the Politburo requested provincial and municipal Party Committees, Party organizations, and Party Committees directly under the Central Committee to effectively perform a number of tasks.

Specifically, it is necessary to continue to create a strong change in the Party's awareness, responsibility, and political determination in the work of inspection, supervision, and Party discipline.

Party committees, Party organizations, cadres and Party members, especially at the grassroots level, must strengthen their determination to act. Party committee leaders must determine their responsibilities, directly and regularly lead and carry out inspection and supervision tasks.

Strengthen communication work, commend new factors, good practices, good examples, promote the dynamism and creativity of Party organizations and Party members. Publicize the results of inspection, supervision and disciplinary action against Party organizations, cadres and Party members who have violated.

Link inspection and supervision work with the implementation of Central resolutions; promote studying and following Ho Chi Minh's ideology, morality and lifestyle.

At the same time, perfect the system of Party regulations and State laws towards enhancing responsibility, innovation, improving the quality, effectiveness and efficiency of Party inspection, supervision and discipline work.

Focus on perfecting the inspection and supervision mechanism for personnel work, the exercise of power by those in positions of authority and power, combating the practice of seeking positions, power, and rewards; degradation of political ideology, ethics, and lifestyle; preventing and combating embezzlement, corruption, waste, and "group interests".

The Politburo noted that inspection and supervision work must be proactive, conducted regularly, comprehensively, objectively, publicly, democratically, cautiously and strictly; focusing on prevention and focusing on construction.

Combine regular inspection and supervision with special inspections for signs of violations; promote the responsibility of self-inspection, self-reflection, self-correction, and overcoming shortcomings and defects of party organizations and party members.

Party committees and organizations at all levels proactively develop directions, tasks, programs, and inspection and supervision plans for the term and each year with focus and key points, suitable to the practical conditions of the locality and unit.

It is necessary to identify key areas and key points; pay attention to the stages and areas that are prone to negativity. Improve the organizational structure and improve the quality of the staff doing inspection work; invest in facilities and working equipment.

The Politburo assigned the Central Inspection Commission to preside over and coordinate with the Party Central Office and relevant agencies to monitor, urge, inspect and supervise the implementation of the Conclusion, and annually report to the Politburo and the Secretariat.
