Ministry of Public Security evaluates plan to arrange temporary detention camps at Nghe An Provincial Police
On the morning of April 15, a working delegation of the Ministry of Public Security led by Lieutenant General Nguyen Van Phuc - Director of the Department of Police for Temporary Detention, Temporary Detention and Execution of Criminal Sentences, Ministry of Public Security, came to survey and evaluate the plan for arranging temporary detention camps and regional evidence warehouses at Nghe An Provincial Police.
Working with the delegation were comrades: Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Director of the Provincial Police; Colonel Nguyen Duc Cuong - Head of the Detention and Temporary Detention Management Agency of the Provincial Police, Head of the Criminal Enforcement Agency, Deputy Director of the Provincial Police; representatives of the People's Procuracy, the Provincial People's Court and functional departments of the Provincial Police.

Nghe An is a province in the North Central region, with the largest area in the country. In recent years, the security and order situation in Nghe An province has been maintained stable. However, the activities of some types of crimes still occur frequently and are potentially complicated, leading to a large number of arrested, detained and temporarily imprisoned subjects. The total number of subjects being detained is always high, of which the number of subjects sentenced to death is large and increasing every year, posing many pressures and difficulties for the police force in charge of temporary detention and temporary imprisonment, especially in the context of implementing the policy of not deploying district-level police.
Implementing the Ministry of Public Security's Plan on arranging and setting up temporary detention camps and evidence warehouses, the leaders of Nghe An Provincial Police have directed relevant units to conduct a comprehensive assessment of the local situation, regular detention volume, scale of detention, existing infrastructure and facilities, management of evidence documents and objects, ensuring safe detention, and the legitimate rights and interests of detainees, prisoners and inmates. Based on the survey and assessment results, promptly report and propose the Ministry of Public Security to arrange regional detention camps and evidence warehouses to reduce the number of focal points by 60% - 70% compared to present.
Based on the geographical location and traffic in the communes and towns, determine the sub-camps that ensure the most convenience for moving and escorting subjects. Based on the reserve land fund, the land fund that can be expanded at the headquarters of the Police of districts, towns and cities (old) to serve the expansion, investment and construction of regional temporary detention sub-camps to ensure sufficient detention scale to meet the requirements of management and detention of prisoners...
Based on the principles of arrangement, ensuring the management, detention of prisoners and ensuring security and safety of detention facilities, Nghe An Provincial Police proposed to establish 5 regional temporary detention camps associated with the arrangement of regional evidence warehouses.

At the meeting, delegates focused on discussing solutions and measures to improve the management and detention of prisoners and ensure security and safety of detention facilities. At the same time, they recommended and proposed that the Ministry of Public Security support and invest in upgrading, renovating and expanding facilities for sub-camps.
Speaking at the meeting, Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department said that based on the actual situation and requirements of the assigned tasks, the Provincial Police Department will promptly and seriously implement and resolutely arrange and set up temporary detention camps and regional evidence warehouses as soon as possible under the direction of the Ministry of Public Security.
He hoped that the Working Group would actively coordinate with Nghe An Provincial Police in directing and successfully implementing the plan to arrange and set up temporary detention camps and regional evidence warehouses in Nghe An. In order to prepare for the construction of regional temporary detention camps, the Provincial Police Director requested the functional departments of the Provincial Police to review and arrange the facilities of the camps, and prepare the necessary conditions so that the facilities can be put into operation immediately after the decision is made.

Concluding the working session, Lieutenant General Nguyen Van Phuc - Director of the Department of Police for Temporary Detention, Temporary Detention and Execution of Criminal Sentences, Ministry of Public Security acknowledged the efforts of Nghe An Provincial Police in implementing the Ministry of Public Security's Plan on arranging and setting up temporary detention camps and evidence warehouses. At the same time, he requested Nghe An Provincial Police to carefully study and properly implement the provisions of legal documents; strengthen the inspection of detention facilities and detention works; direct officers and soldiers to properly implement the procedures and regulations related to the arrangement of regional temporary detention camps and regional evidence warehouses to be built in the coming time...
