The Prime Minister requested ministries and branches to review all procedures and reduce formal and informal procedures and costs for businesses.

Minister and Head of the Government Office Mai Tien Dung said that at the regular Government meeting in July, the Government dedicated a special topic to reducing input costs for businesses, both official and unofficial costs. These include solutions to reduce road costs through BOT stations, reduce public infrastructure fees, port areas, and reduce the rate of shipments subject to specialized inspection during customs clearance from 30-35% to 15% during import and export.

Currently, we have 5,719 business conditions. The Prime Minister's directive is to review all procedures and reduce them. The Ministry of Industry and Trade has the most 27 conditional business lines under its management with 1,220 business conditions. The Ministry with the least 106 business conditions is the Ministry of Construction with 17 business lines. The Ministry of Finance is responsible for reviewing all fees, customs procedures, and taxes according to the law. The Ministry of Planning and Investment reviews all procedures related to access, investment licenses, construction licenses, land access, information access, and costs incurred to carry out procedures. And promoting non-cash payments and payments through banks is a resolute request of the Prime Minister. Especially the issue of reform in business registration, logistics costs, maritime transport, especially costs, and the phenomenon of price differences between shipping lines.

For informal costs, many measures are needed, especially publicity and transparency, especially focusing on IT application, administrative procedure reform, inspection and examination of the responsibilities of leaders and assigned agencies and units. For access to public services such as business registration, trademark registration, customs declaration, these costs are on the decline but very slowly and the request of enterprises is to reduce them even more.

“The issue of authority to reduce costs for businesses is the responsibility of the Government, the Ministry of Finance and other ministries, and the People’s Councils at all levels. We must resolutely reduce both official and unofficial input costs,” Minister Mai Tien Dung emphasized.

The Prime Minister's working group reported to the Government the inspection results from the beginning of the year to July 31, 2017. The Government and the Prime Minister assigned 13,137 tasks to ministries, branches and localities, of which 7,044 tasks were completed, while 6,093 tasks remained unfinished, of which 2,367 tasks were overdue, accounting for 3.2%, an increase of 0.4% compared to June. The working group conducted a thematic inspection at the Vietnam National Oil and Gas Group; 13 ministries and localities with slow disbursement of investment capital from the state budget; and inspections related to the implementation of tasks of corporations and groups; and will continue to carry out this task./.
