The Ministry of Education and Training reduced the number of units by 5.

The government has just issued Decree 37, which stipulates the functions, tasks, powers, and organizational structure of the Ministry of Education and Training. Accordingly, the Ministry of Education and Training has reduced its number of units by 5.

Decree 37 stipulates that the organizational structure of the Ministry of Education and Training will be reduced from 23 to 18 units, including:

1. Department of Early Childhood Education;

2. Department of General Education;

3. Department of Higher Education;

4. Department of National Defense and Security Education;

5. Student Affairs;

6. Legal Affairs Department;

7. Department of Personnel Organization;

8. Planning and Finance Department;

9. Office;

10. Inspectors;

11. Department of Teachers and Educational Management Staff;

12. Quality Management Department;

13. Department of Science, Technology and Information;

14. Department of International Cooperation;

15. Department of Vocational Education and Continuing Education;

16. Education and Times Newspaper;

17 - Education Magazine;

18. Vietnam Institute of Educational Sciences.

Accordingly, units numbered 1 to 15 are organizations under the Ministry that assist the Minister in performing state management functions; units numbered 16 to 18 are public service units that serve the state management functions of the Ministry.

The General Department of Vocational Education and the Department of Continuing Education will continue to perform their duties and powers as prescribed by law until the Minister of Education and Training issues a decision stipulating the functions, duties, powers, and organizational structure of the Department of Vocational Education and Continuing Education. The deadline for completion is before March 31st.

Thus, it can be seen that, compared to before, the Ministry of Education and Training no longer has a separate Department of Primary Education and Department of Secondary Education, but has been reorganized into a single Department of General Education.

This Decree takes effect from March 1, 2025; replacing Government Decree 86 dated October 24, 2022, which stipulates the functions, tasks, powers, and organizational structure of the Ministry of Education and Training.

The decree also clearly defines the duties and powers of the Ministry of Education and Training.

Specifically, regarding textbooks, curricula, and materials, the Ministry of Education and Training stipulates the standards and procedures for compiling guidance materials for implementing the preschool education program and the selection of toys and learning materials used in preschool educational institutions.

Regulations specifying standards and procedures for compiling and revising textbooks for general education; regulations on the duties, powers, operating methods, standards, number, and structure of members of the National Textbook Appraisal Council and provincial-level appraisal councils; regulations on the selection of textbooks in general education institutions; regulations on textbooks, curricula, and continuing education materials; regulations on the compilation, selection, appraisal, approval, and use of teaching materials and curricula for higher education and vocational education; approval of local educational materials and maximum textbook prices.

Regarding examinations, assessments, admissions, training, and diplomas and certificates, the Ministry of Education and Training regulates examinations, assessments, admissions, training, joint training programs, and the management of diplomas and certificates within the national education system; it also regulates the recognition of diplomas issued by foreign educational institutions for use in Vietnam; and the recognition of certificates used within the national education system...

Regarding teachers and educational administrators, the Ministry of Education and Training stipulates the standards for job titles and working regimes for teachers and educational administrators; provides guidance on leadership and management positions and specialized professional titles, the structure of civil servants by professional title, and the staffing levels in public educational institutions as prescribed; and stipulates the standards for heads and deputy heads of educational institutions.
