The Ministry of Home Affairs proposed to handle the appointment of 34 substandard leaders in An Giang.
The Inspectorate of the Ministry of Home Affairs requested An Giang to review and handle the case of 34 civil servants who were appointed but did not fully meet the conditions and standards for leadership positions.
The announcement of the conclusion of the inspection on personnel work in the state administrative agencies of the People's Committee of An Giang province, period 2017-2019 has just been announced by the Inspectorate of the Ministry of Home Affairs.

Special 10 cases of insufficient working time
Accordingly, all 10/10 cases of recruiting civil servants in special cases have not worked for 60 months or more according to the requirements of university and postgraduate training in the industry and field to be recruited. Of which, 1 case has fully met the conditions and standards as prescribed by December 28, 2017 and 3 cases have been transferred by the heads of agencies and organizations to public service units.
In addition, there are some cases where recruitment decisions after December 28, 2017 did not establish an examination and evaluation council or the examination and evaluation council was established without ensuring compliance with regulations.
After checking 48 files of commune-level civil servants who were transferred to become civil servants from district level or higher (of which 42 cases were commune-level cadres and 6 cases were commune-level civil servants), there was 1 case that did not meet the conditions and standards. On July 1, the People's Committee of An Giang province issued a Decision to revoke and cancel the decision to consider transferring commune-level cadres to become civil servants from district level or higher.
Of these, 3 cases lacked foreign language and IT certificates; some cases recruited before December 28, 2017 did not establish an Examination and Evaluation Council, and did not have a decision to transfer commune-level officials and civil servants to district-level officials or higher by the Chairman of the Provincial People's Committee, but only had a job transfer decision by the Department of Home Affairs.
The Internal Inspectorate said that there were 34 leading and managerial civil servants (appointed after December 28, 2017) who did not fully meet the conditions and standards for leadership positions; 19 cases were recruited but not through an exam but through selection.
In addition, there are 8 cases where the selection process is lacking in special cases (from civil servant to public servant); some appointment procedures and processes have not been reflected in written documents kept in the appointment records. The time to complete the procedures and issue decisions to re-appoint and extend the term of leadership and management positions for 47 cases is still slower than prescribed.
Dismissal and revocation of decisions on cases of non-standardization
The Inspectorate of the Ministry of Home Affairs requested An Giang to consider, handle according to its authority, direct the handling and report the results to the Ministry of Home Affairs before January 31, 2021 for 6 cases of less than 60 months and some cases of recruitment decisions after December 28, 2017 without establishing an examination and assessment council or the examination and assessment council was established without ensuring regulations.
For 34 cases of appointment and reappointment after December 28, 2017 that do not meet the conditions and standards, including 18 cases under the authority of the Chairman of the Provincial People's Committee and 16 cases under the authority of heads of agencies and organizations, they are also under consideration for handling.

In addition, the Inspectorate of the Ministry of Home Affairs also proposed to review and handle 19 cases that were recruited as civil servants but did not go through an examination but through a selection process that did not meet regulations, and 8 cases that were appointed but lacked a selection process from civil servants to civil servants.
Along with that, the Ministry of Home Affairs requested An Giang to organize regular review, update and supplement of civil servant records, especially diplomas and certificates that meet the conditions, standards of titles and standards of civil servant ranks.
At the same time, review the conditions and standards for recruitment and appointment of leadership and management positions according to the regulations of the Party, the Government and the Ministry of Home Affairs, promptly detect cases appointed before December 28, 2017 that do not meet the conditions and standards, and send them for training and development to supplement and improve before December 31.
The Ministry of Home Affairs requests dismissal, non-reappointment, and revocation of appointment decisions for cases from December 28, 2017 that do not meet the conditions, standards, and violate the order and procedures according to the Party's regulations and documents.
The Chairman of the Provincial People's Committee, heads of agencies and organizations shall be responsible for the limitations and shortcomings mentioned in the conclusion and shall organize a review and clarify the responsibilities of relevant agencies, organizations and individuals to take appropriate measures according to regulations.
