Nghe An Provincial Party Secretary: Joining hands, being unanimous, ready to shoulder responsibility for development goals

On the morning of March 3, the People's Committee of Nghe An province held a conference to announce the Prime Minister's decisions on personnel work; announce the Resolution of the Provincial People's Council on the establishment of specialized agencies under the Provincial People's Committee and the decisions of the Chairman of the Provincial People's Committee on personnel work.

Comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation attended the ceremony.

Also attending were members of the Provincial Party Standing Committee, Vice Chairman of the People's Council, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee, the Provincial Party Organization Committee, the Provincial Party Committee Office, the Provincial People's Committee Party Committee and leaders of the departments after the arrangement and merger.

In Decision No. 467/QD-TTg dated February 28, 2025, the Prime Minister approved the election results for the position of Vice Chairman of the People's Committee of Nghe An province for the 2021-2026 term for comradePhung Thanh Vinh- Member of the Provincial Party Executive Committee, Director of the Department of Agriculture and Rural Development.

In Decision No. 468/QD-TTg dated February 28, 2025, the Prime Minister approved the election results for the position of Vice Chairman of the People's Committee of Nghe An province for the 2021-2026 term for comradeHoang Phu Hien- Member of the Provincial Party Executive Committee, Director of the Department of Transport.

In Resolution 07/NQ-HĐND, the Provincial People's Council agreed to establish specialized agencies under the Provincial People's Committee on the basis of merging departments. Specifically, the following departments were established: Home Affairs; Finance; Agriculture and Environment; Construction; Science and Technology; Culture, Sports and Tourism; Ethnicity and Religion.

The Chairman of the Provincial People's Committee also signed a decision to transfer and appoint Directors and Deputy Directors of the following departments and branches: Home Affairs; Finance; Agriculture and Environment; Construction; Science and Technology; Culture, Sports and Tourism; Ethnicity and Religion; Education and Training; Health; Industry and Trade.

At the ceremony, comrades: Provincial Party Secretary Nguyen Duc Trung; Deputy Provincial Party Secretary, Chairman of the Provincial People's Committee Le Hong Vinh presented decisions and flowers to congratulate the Directors of the Departments who were transferred and appointed.

Speaking at the assignment, Secretary of the Provincial Party Committee Nguyen Duc Trung, on behalf of the Standing Committee of the Provincial Party Committee and the Provincial Party Committee Standing Committee, congratulated comrade Hoang Phu Hien and comrade Phung Thanh Vinh on being trusted and recommended by the Standing Committee of the Provincial Party Committee and the Provincial Party Committee, elected by the Provincial People's Council and approved by the Prime Minister for the election results to hold the position of Vice Chairman of the People's Committee of Nghe An province for the 2021-2026 term.

The Provincial Party Secretary emphasized that comrade Hoang Phu Hien and comrade Phung Thanh Vinh are well-trained leaders and managers with extensive working experience, having held many relatively similar positions.

Both comrades grew up in the Department of Transport and the Department of Agriculture and Rural Development. They returned to their localities to take on the positions of heads of Party committees and authorities, then returned to work as Director of the Department of Transport and Director of the Department of Agriculture and Rural Development.

Through their work, they are evaluated as attentive and responsible cadres; closely following work instructions, removing obstacles and difficulties; leading the assigned fields to achieve good results, excellently completing assigned tasks, making important contributions to the socio-economic development of the province.

The Provincial Party Secretary emphasized that the appointment of two comrades to the position of Vice Chairmen of the Provincial People's Committee demonstrates the trust of the Provincial Party Standing Committee, the Provincial Party Executive Committee, and the collective of key officials of the province. This is a great honor and pride for individuals, but also requires higher responsibility and greater efforts to be worthy of the above trust and confidence.

In the coming time, Provincial Party Secretary Nguyen Duc Trung requested comrade Hoang Phu Hien and comrade Phung Thanh Vinh to pay attention to promoting the spirit of solidarity and unity within the collective, first of all the collective leadership of the Provincial People's Committee, then the collective Provincial People's Committee, closely following the grassroots so that the government system from the province to the grassroots is always smooth, unified, effective, efficient and completes tasks, achieves the highest goals, especially the double-digit growth target in 2025.

The two new Vice Chairmen of the Provincial People's Committee need to quickly approach the work, promote their experience and strengths; in their newly assigned positions and responsibilities, lead and direct departments, branches and localities to carry out tasks in assigned fields, ensuring the highest goals are achieved.

Seriously and correctly implement principles, regulations, and statutes, first of all the regulations of the Provincial Party Executive Committee and the regulations of the Provincial People's Committee, to join the collective leadership of the Provincial People's Committee in leading, directing, operating, and performing the tasks of the Provincial People's Committee according to general requirements, with the spirit of maximum support for people and businesses, removing barriers, obstacles, and difficulties, in the spirit of being quick and effective.

Provincial Party Secretary Nguyen Duc Trung requested the collective leadership of the Provincial People's Committee, departments, branches and localities to pay attention, coordinate and support the two new Vice Chairmen of the Provincial People's Committee to carry out and, together with the collective of the Provincial People's Committee, excellently complete the assigned tasks, contributing to the overall development of the province in the coming time.

Regarding the newly established departments in the spirit of Resolution 18-NQ/TW on streamlining the organizational apparatus, the Provincial Party Secretary emphasized that this is an extremely important policy. Together with the whole country, Nghe An is implementing the revolution of streamlining the organizational apparatus to have a "lean, compact, strong, effective, efficient, and effective" apparatus. Nghe An has strictly followed the directions and instructions of the Central Government and the Central Steering Committee for implementation and has achieved initial results.

The purpose of streamlining and streamlining the apparatus is to reduce management costs of the administrative apparatus, but the higher purpose is to improve the effectiveness and efficiency in direction and administration, especially in the current period when the country is aiming to enter a new era of development - the era of national growth with higher goals.

The reorganization of the specialized agencies of the Provincial People's Committee was carried out systematically, closely following the direction of the Central Government, closely following the organizational arrangement of the political system from the Central Government to the locality. At the same time, the Standing Committee of the Provincial Party Committee carefully reviewed and arranged personnel in accordance with the requirements of the specialized agencies of the Provincial People's Committee, so that the work was not interrupted, did not create legal gaps, and did not affect the service to the people and businesses.

Provincial Party Secretary Nguyen Duc Trung said that in the coming time, the revolution in reorganizing and streamlining the apparatus will continue to be promoted. The Politburo and the Secretariat have just issued Conclusion No. 127-KL/TW dated February 28, 2025 on implementing research on reorganizing and merging a number of provinces, researching not to organize at the district level, and merging a number of commune-level administrative units.

At the same time, research and streamline the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State; Temporarily suspend the organization of Party congresses at the commune and district levels...

Emphasizing that the province is carrying out the above tasks with a new spirit and high requirements, while the time is short, the workload is large, difficult, complicated, and has a far-reaching impact, Provincial Party Secretary Nguyen Duc Trung requested that cadres be ready to carry out the above important tasks.

For newly reorganized and established agencies, Provincial Party Secretary Nguyen Duc Trung requested to review functions and tasks to avoid omissions; urgently review working regulations, working relationships, and work programs to unify work contents and focus on implementation during the year.

During the implementation process, if any difficulties or problems arise, be proactive and flexible; for problems beyond your authority, promptly report to the competent authority for consideration and resolution.

Continue to review and improve the internal organization of new agencies and units to have a streamlined, effective and efficient apparatus. Urgently review legal regulations and legal procedures related to operations, so as not to affect or create legal gaps or legal conflicts when handling the work of people and businesses, ensuring smooth and uninterrupted operations.

Carry out well the work of handing over and receiving finances, assets and all related records and documents of agencies and units after the arrangement, ensuring compliance with regulations on protecting State secrets and related laws; proactively and well plan to adjust working relationships in the professional field in the coming time when the Central Government considers and decides on the conversion of the provincial administrative model.

Regarding the appointed comrades, Provincial Party Secretary Nguyen Duc Trung shared with some comrades who had suffered during the process of implementing the revolution of reorganizing and streamlining the apparatus. In the coming time, the Provincial Party Standing Committee will carefully consider and calculate the upcoming reorganization process to best ensure the rights and working positions of the cadres.

For the new Department Directors, the Provincial Party Secretary requested a quick change of status and approach to work because after the merger, the management field will be wider and the work requirements will be higher; review and assign work and staff to ensure impartiality and objectivity, without bias, to create solidarity, unity, promote democracy, capacity and experience of staff to perform well the assigned tasks.

The Provincial Party Secretary requested that the newly appointed comrades quickly get to work, ready to shoulder the responsibility of performing their tasks with the spirit of "dare to think, dare to do, dare to face challenges, dare to innovate for the common good". Together with the leadership, determined to carry out and complete well and excellently the tasks of their agencies and units.

The Provincial Party Secretary emphasized that through the implementation of the organization and streamlining of the apparatus, it must be affirmed that no one can stay in one position forever. In principle, the organization must comply with regulations, each department has only 1 Director and 3 Deputy Directors. Therefore, comrades must strive to do their jobs well, and must not have the mindset of taking it slow.

The leadership of the new agencies and units quickly arranged and stabilized, motivated the staff to work with peace of mind, continue to promote their capacity and strengths to complete assigned tasks at the new agencies and units.

In the coming time, Provincial Party Secretary Nguyen Duc Trung hopes that comrades will continue to promote the tradition of solidarity and unity; join hands and unite; constantly innovate and create, strongly arouse the will and spirit of overcoming difficulties to rise up, comprehensively implement the targets, objectives and tasks set by the province, first of all the targets and tasks of the 19th Provincial Party Congress, the growth target of 2025. Nghe An must be one of the responsible localities, actively contributing to the overall growth of the country, in the new development stage, the era of national growth.
