“The term mindset is when an official only sees his term as an opportunity to do something beneficial for himself, his family, and his children. The term mindset is to take advantage of “selling positions” to those who “buy positions” to get money to get rich illegally… These actions are inappropriate and harmful to the common interest,” Mr. Quat emphasized.

First of all, it is the source creation. The source creation needs to be done proactively. Currently, some localities have their own training programs on training their human resources. “The planning work must also be carried out in accordance with regulations and the training and development of those included in the planning to ensure that they meet the standards of the planned positions is very important. If we have planned them but do not include them in the planning training and development roadmap, it is just a formality,” Mr. Huy commented.
The recent Party Congresses at all levels set a target of 10% of Party committees being young, under 40 years old. However, the Central Committee assessed that many localities did not achieve this target, and this is also an issue that needs to be considered. That means that even when there are good human resources, Party committees must boldly use them to promote them, otherwise the Party's policy will not be put into practice./.
