Regarding the information that Mr. Truong Ngoc Phuoc, Chief Inspector of the Department of Transport of Kien Giang province, did not have a university degree, but was still appointed as Chief Inspector, as reported by the press, on the afternoon of February 5, the Department of Home Affairs of Kien Giang issued a document responding to the incident.

Accordingly, in 2011, Mr. Truong Ngoc Phuoc was appointed to the position of Chief Inspector of the Department of Transport. At that time, Mr. Phuoc did not have a university degree but only a certificate of completion of the Ho Chi Minh City University of Law, part-time program, course 1, Kien Giang province, school year 1992-1995.

Explaining this "breaking the rules", the Kien Giang Department of Home Affairs said that due to the limited resources of officers performing inspection duties at the Department of Transport, Mr. Truong Ngoc Phuoc himself, since being assigned the task over the years, has been evaluated as having completed the task well and excellently, and has been commended at many levels.

Furthermore, the appointment of Mr. Truong Ngoc Phuoc to the position of Chief Inspector of the Department of Transport in 2011 was made by the Director of the Department of Transport based on the approval of the Party Committee of the Provincial People's Committee. This unit required Mr. Phuoc to continue studying and training to fully supplement his qualifications according to regulations.

Currently, Mr. Phuoc has graduated and has a university degree, fully meeting the standards and conditions for reappointment to the position of Chief Inspector of the Department of Transport.

Thus, Mr. Phuoc went to university before graduating from high school. Mr. Phuoc only received his university degree on December 28, 2016, a bachelor of law degree from Can Tho University. From 2011 to 2016, Mr. Phuoc worked as Chief Inspector without a university degree.

The appointment of a Chief Inspector without a university degree is also one of the three accusations of Mr. Nguyen Hoang Vu, an officer of the Inland Waterways Port Authority under the Department of Transport, but has not been thoroughly considered by the Department Inspectorate or the Inspection Committee of the Provincial Party Committee of Agencies in the past time.
