Ministry of Defense arrests two colonels in the 'Ut Troc' case
Expanding the investigation into Mr. Dinh Ngoc He's (Ut Troc) violations at Thai Son Investment and Development Corporation, two army colonels were prosecuted.
On April 28, the Ministry of National Defense's information portal reported on the case involving Mr. Dinh Ngoc He (aka Ut Troc).Former Deputy General Director of Thai Son Corporation, Ministry of National Defense.
CThe prosecution agencies of the Ministry of National Defense are urgently investigating to propose prosecuting Mr. He.along with other suspects according to the provisions of law; bring the case to trial as soon as possible.

Mr. Dinh Ngoc He was arrested by the Criminal Investigation Department (Ministry of National Defense).prosecute the accused, temporarily detain nDecember 3, 2017for the crime of "Abusing position and power while performing official duties" under Article 281 of the 1999 Penal Code.
During the investigation of the case, the investigating agency also discovered that Mr. He had purchased a fake university degree and used the fake degree to declare in his party membership and cadre records. He's actions constituted the crime of "Using fake documents of agencies and organizations" as prescribed in Article 341 of the 2015 Penal Code.
Expanding the investigation of the case, the investigation agency prosecuted and temporarily detained Mr. Tran Xuan Son (residing in Ward 6, Diem Dien Town, Thai Thuy District, Thai Binh Province), who was hired by Dinh Ngoc He to be the Director of the Thai Son Investment Development Joint Stock Company branch in Binh Duong; Mr. Tran Van Lam (residing at 18/B 518 Huynh Van Chinh Apartment, Phu Trung Ward, Tan Phu District, Ho Chi Minh City), who was hired by Dinh Ngoc He to be the General Director of Thai Son Investment Development Joint Stock Company in Ho Chi Minh City.
The investigation agency also prosecuted and ordered Colonel Bui Van Tiep, former Commander of Division 367, Air Defense - Air Force, to be banned from leaving his place of residence.
According to the Ministry of National Defense, all three defendants were prosecuted for the crime of "Abusing positions and powers while performing official duties" as accomplices to defendant Dinh Ngoc He.
In addition, the authorities have initiated a case and prosecuted Colonel Phung Danh Tham, General Director of Thai Son Corporation, Ministry of National Defense, for the crime of "Lack of responsibility causing serious consequences" as prescribed in Article 360 of the 2015 Penal Code.
"During the investigation process, the prosecution agencies of the Ministry of National Defense strictly implemented legal regulations, ensured progress and time, made clear conclusions and strictly handled violations, had no forbidden areas, ensured the strictness of the law, and affirmed the responsibility of the Army in the fight against corruption," the Ministry of National Defense affirmed.
On the afternoon of April 27, at the Standing Committee meeting of the Central Steering Committee on Anti-Corruption, General Secretary Nguyen Phu Trong said that the Steering Committee highly appreciated the competent agencies of the Ministry of National Defense for promptly prosecuting the subjects in the case of "Abusing position and power while performing official duties" that occurred at Thai Son One Member Co., Ltd. under the Ministry.
To bring this case to trial on time, the General Secretary requested that all forces urgently strengthen coordination to investigate and expand the case.
Earlier on the afternoon of March 29, at the press conference for the first quarter of 2018, Colonel Nguyen Van Duc, Deputy Director of the Propaganda Department (General Department of Politics) said that the Ministry of National Defense is in the process of investigating the case related to Mr. Dinh Ngoc He (also known as Ut Troc), Chairman of the Board of Directors of Thai Son Investment Development Joint Stock Company (under the Ministry of National Defense).
"This is an economic case. The Ministry of National Defense affirms that it will be the leading agency in handling internal corruption in the most resolute manner, without leniency. When the investigation concludes, we will inform the press," said Mr. Duc.
