Ministry of Finance holds online meeting to deploy 2016 budget tasks

(Baonghean.vn) - On December 30, the Ministry of Finance held an online meeting on the implementation of the 2016 financial and budgetary tasks of the Finance sector. The meeting was chaired by Mr. Vu Van Ninh - Member of the Party Central Committee, Deputy Prime Minister; Minister of Finance Dinh Tien Dung. Assessing the budget revenue and expenditure in 2015, Minister of Finance Dinh Tien Dung said: In 2015, the economy showed signs of recovery, low inflation, and good credit growth, but the world economic situation remained volatile, oil prices fell, and the world currency market was complicated.

Total national budget revenue to date has reached VND957,000 billion (103.1% of the plan), exceeding the plan by 7%, reaching the estimate, without having to use VND10,000 billion to compensate for the shortfall in revenue from divestment of state-owned enterprises.

Most localities have achieved and exceeded their budget revenue as planned. The whole country has collected 39,000 billion VND in tax debt. The report of Nghe An Provincial People's Committee shows that: Nghe An's socio-economic situation in 2015 has many changes. The total product in the province (GRDP) in 2015 according to the new calculation method is estimated at 58,884 billion VND, an increase of 7.43% compared to 2014. Export turnover is estimated at 655 million USD, an increase of 19.1% compared to the plan.

Total social development investment capital in the province is estimated at 41,000 billion VND, up 2.5% compared to the plan, creating new jobs for 36,500 workers, achieving the plan. The poverty rate according to the poverty standard under Decision No. 09/2011/QD-TTg dated January 30, 2011 of the Prime Minister is 7.5%, achieving the plan.

According to the report of the Provincial People's Committee, the state budget revenue in 2015 in Nghe An province is estimated to reach 8,729 billion VND, an increase of 6.7% compared to the estimate approved by the Provincial People's Council. The estimated local budget expenditure in 2015 is 19,372 billion VND, an increase of 1,720 billion VND (an increase of 9.7%) compared to the estimate in 2015.

In 2016, the situation is assessed to be more positive than in 2015, but there are still unpredictable developments. The estimated state budget revenue approved by the Provincial People's Council in 2016 is 10,281 billion VND, of which: the estimated domestic revenue in 2016 is 8,994 billion VND, an increase of 850 billion VND compared to the estimate assigned by the Prime Minister (due to the estimated land use fee revenue increasing by 850 billion VND); the estimated revenue from import-export activities is 1,270 billion VND, an increase of 300 billion VND compared to the estimate assigned by the Prime Minister; the estimated revenue from lottery is 17 billion VND.

Estimated local budget expenditure in 2016 is 19,938 billion VND, of which: Local budget balance expenditure is 19,521 billion VND; expenditure from idle capital advances of the State Treasury is 400 billion VND; expenditure from lottery revenue is 17 billion VND.

At the conference, localities (Hanoi, Ho Chi Minh City, Can Tho, Dak Lak, Quang Ninh, Da Nang, Dong Nai...) and sectors also reported on the 2015 budget revenue and expenditure situation and solutions to implement the 2016 tasks to the Ministry of Finance.
