Arranging capital for building coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An)
(Baonghean.vn) - The coastal road project from Nghi Son to Cua Lo has been appraised by the Ministry of Planning and Investment and agreed to allocate capital from the central budget in the period of 2016 - 2020; at the same time, Nghe An is required to balance the remaining 50% from the local budget to implement the project.

The coastal road investment project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) was approved by the Provincial People's Council in Resolution No. 25/NQ-HDND dated December 12, 2018. Accordingly, the project has a total length of 76.5 km; the starting point intersects with the road connecting National Highway 1A with Dong Hoi Port (Hoang Mai town) to the end point intersects with Provincial Road 535 of Cua Lo town (connecting with Ha Tinh province via Cua Hoi bridge). The total investment of the project is 5,172 billion VND.
The project is divided into 2 phases, phase I has a length of 7.5 km, starting point intersecting with National Highway 46 in Nghi Khanh commune, Nghi Loc district to the end point intersecting with Provincial Road 535 in Nghi Hai ward, Cua Lo town (connecting with the road at the beginning of Cua Hoi bridge); phase II has a total length of 69 km, starting point intersecting with National Highway 1A with Dong Hoi port (Hoang Mai town) to the end point intersecting with National Highway 46 in Nghi Khanh commune, Nghi Loc district.

This project has been submitted by the Provincial People's Committee to the Ministry of Planning and Investment for appraisal of capital sources and capital balancing capacity. Accordingly, the Ministry of Planning and Investment agreed to allocate more than 260 billion VND from the central budget in the period of 2016 - 2020 to invest in a project with a length of 7.5 km (the starting point intersecting with National Highway 46 in Nghi Khanh commune, Nghi Loc district to the end point intersecting with Provincial Road 535 in Nghi Hai ward, Cua Lo town (connecting with the road at the beginning of Cua Hoi bridge); at the same time, Nghe An was required to balance the local budget for 50% of the total investment to implement the project.
This is a Group B project and according to the provisions of the Law on Public Investment, Group B projects are under the authority of the Provincial People's Council to decide on the project investment policy. At the review meeting, members of the Economic - Budget Committee agreed on the investment policy for the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), the section from National Highway 46 to Provincial Road 535, 7.5 km long and the total investment is 521 billion VND; of which the central budget is 260.156 billion VND; the provincial budget is 260.844 billion VND.

To ensure capital for project implementation on schedule, the Economic - Budget Committee of the Provincial People's Council requested the Department of Planning and Investment and the Department of Finance to advise the Provincial People's Committee to prioritize balancing capital sources based on land exploitation sources and local budget sources.
Also this afternoon, the Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land according to the provisions of Clause 1, Article 58, Clause 3, Article 20 of the Land Law to implement works and projects in the province.
