New step in administrative reform of Nghe An province
(Baonghean.vn) - Nghe An Provincial Public Administration Service Center is a special administrative unit under the Provincial People's Committee Office; under the direct direction and management of the Provincial People's Committee Chairman and the management of the organization, staffing and administration of the Provincial People's Committee Office.
Nghe An Provincial Public Administration Service Center functions as a centralized focal point for specialized agencies under the Provincial People's Committee and a number of Central agencies organized vertically in the province to arrange cadres, civil servants and public employees to receive, guide, resolve or coordinate the resolution of records and return results of records and administrative procedures (hereinafter referred to as TTHC) to individuals and organizations;
Guide, supervise, monitor and urge the settlement of administrative procedures for individuals and organizations according to regulations; participate in proposing solutions to reform administrative procedures and modernize the administration, focusing on simplifying administrative procedures and promoting the application of information technology to computerize administrative transactions in settling administrative procedures and providing online public services at the center.

Fully and promptly publicize by electronic means or in writing the list of administrative procedures performed at the center; the contents of administrative procedures are publicized according to the provisions of law; support cases that are unable to access administrative procedures publicized by electronic means;
Receive dossiers of administrative procedures under the authority of the Provincial People's Committee, specialized agencies under the Provincial People's Committee, administrative procedures under the authority of agencies organized according to the vertical sector system in the province under the direction of the Prime Minister, administrative procedures under the authority of ministries, branches, and district-level People's Committees are assigned to receive at the center;
Instruct individuals and organizations when they come to the contact center to resolve administrative procedures; receive administrative procedure records; resolve or transfer administrative procedure settlement records; return results of administrative procedure settlement; monitor, supervise, and evaluate the settlement and return of results of administrative procedure settlement to organizations and individuals; collect fees and charges (if any) according to regulations;
Coordinate with relevant agencies and units to resolve and return resolution results to organizations and individuals in cases where administrative procedures require same-day resolution or administrative procedures are assigned or authorized to officers, civil servants, and public employees sent to the resolution center; support organizations and individuals in using online public services at levels 3 and 4;
Coordinate the organization of training, fostering and improving professional qualifications and evaluating the performance of officers, civil servants and public employees assigned to guide, receive and return results of administrative procedure settlement working at the center;
Receive, process or report to competent authorities to handle reflections, recommendations, complaints and denunciations of organizations and individuals against cadres, civil servants, public employees and competent authorities related to guidance, reception, resolution, transfer of settlement records and return of results of handling administrative procedures; transfer of explanations of competent authorities on reflections, recommendations, complaints and denunciations to organizations and individuals;
Arrange equipment at the center according to the provisions of Point b, Clause 2, Article 13 of Decree No. 61/2018/ND-CP and provide necessary legal support services, payment of fees, charges, tax payment, foreign language and ethnic language translation (if necessary), photocopying, printing documents and other necessary services when organizations and individuals have a need according to the service price approved by competent authorities;
Monitor and urge officers, civil servants and public employees of agencies and units to work at the center to receive, guide, appraise approval documents or submit them to competent authorities for approval to ensure progress and time to return results to organizations and individuals according to regulations;
Coordinate with relevant agencies and units to study State regulations on administrative procedure reform and e-government; synthesize, propose adjustments, amendments, replacements, and supplements to the list, processes, and other relevant contents in handling administrative procedures at the center;
Manage human resources, assets, facilities and techniques of the center according to the provisions of law; scientifically and reasonably arrange areas for providing information, handling administrative procedures, and equipment serving individuals and organizations coming to handle administrative procedures at the center; implement the information and reporting regime according to the provisions of law;
Synthesize and report on the situation and results of receiving and handling administrative procedures of provincial departments, branches and sectors implemented at the center;
Perform other tasks assigned by the Chairman of the Provincial People's Committee and in accordance with the provisions of law.

Request competent authorities and relevant agencies and units to provide information and documents serving the reception and settlement of administrative procedures at the center;
Refuse to accept dossiers that do not comply with regulations; take the lead in monitoring, supervising, and urging relevant agencies and units to resolve administrative procedures in accordance with the procedures approved by competent authorities; request competent agencies to provide information on the receipt and progress of administrative procedure resolution to organizations and individuals; urge participating agencies and units at the center to process dossiers that are up to or past the deadline for resolution.
Proactively discuss with agencies and units directly handling and resolving administrative procedures to remove obstacles in the process of implementing the administrative procedure settlement process; coordinate to clarify the causes of cases where administrative procedures are resolved slowly compared to regulations before reporting in writing to the Chairman of the Provincial People's Committee (if necessary);

Monitor, urge, comment and evaluate cadres, civil servants and public employees sent by competent authorities to work at the center on compliance with working hours, legal regulations on public service regime, office culture regulations, and agency regulations. Propose to the Heads of agencies and units in charge to reward or discipline according to regulations;
Proposing upgrading of facilities and application software; integrating operational data, implementing network security work and some other contents within the scope of the center's operations;
Proactively report and propose to the Chairman of the Provincial People's Committee or competent authority to decide on the transfer or rotation of cadres, civil servants and public employees who violate the Working Regulations, administrative procedure settlement procedures or whose professional capacity does not meet the requirements of the assigned tasks after agreeing with the agency or unit managing cadres, civil servants and public employees;
Exercise other powers assigned as prescribed by law.
It can be affirmed that the establishment of the Provincial Public Administration Service Center is one of the new steps in the administrative reform, building a creative and serving administration of Nghe An province; contributing to the successful implementation of socio-economic goals and tasks in the area, building Nghe An to soon become a prosperous province as Uncle Ho always wished.
Nghe An Provincial Public Administration Service Center will be put into operation from 7:00 a.m. on October 2, 2020 (Friday) at the address: No. 16, Truong Thi Street, Vinh City. Provincial departments, branches and sectors with administrative procedures submitted for receipt and return of results at Nghe An Provincial Public Administration Service Center will stop receiving and returning results of administrative procedures for individuals and organizations at the Reception and Return of Results Department of provincial departments, branches and sectors for administrative procedures submitted for receipt and return of results at the center. At the same time, hand over work, records, documents and other related issues being resolved to the center for continued implementation, ensuring that the reception and settlement of administrative procedures for organizations and individuals according to regulations are not affected or interrupted.
