Prohibited acts in cybersecurity

Article 8 of the 2018 Law on Cyber ​​Security stipulates 6 groups of prohibited acts regarding cybersecurity, including:

1. Using cyberspace to perform the following acts:

a) Acts specified in Clause 1, Article 18 of this Law (including using cyberspace, information technology, and electronic means to violate laws on national security, social order and safety)

b) Organizing, operating, colluding, inciting, bribing, deceiving, enticing, training, and coaching people to oppose the Socialist Republic of Vietnam;

c) Distorting history, denying revolutionary achievements, undermining national solidarity, insulting religion, discriminating against gender and race;

d) False information causing confusion among the people, causing damage to socio-economic activities, causing difficulties for the operations of state agencies or public servants, infringing upon the legitimate rights and interests of other agencies, organizations and individuals;

d) Prostitution, social evils, human trafficking; posting obscene, depraved, criminal information; destroying national traditions and customs, social ethics, and community health;

e) Inciting, enticing, or inciting others to commit crimes.

2. Carry out cyber attacks, cyber terrorism, cyber espionage, cyber crimes; cause incidents, attack, infiltrate, take control, distort, interrupt, suspend, paralyze or destroy important information systems related to national security.

3. Producing or using tools, means, software or engaging in acts that obstruct or disrupt the operation of telecommunications networks, the Internet, computer networks, information systems, information processing and control systems, and electronic means; disseminating computer programs that harm the operation of telecommunications networks, the Internet, computer networks, information systems, information processing and control systems, and electronic means; illegally accessing telecommunications networks, computer networks, information systems, information processing and control systems, databases, and electronic means of others.

4. Resisting or obstructing the activities of cybersecurity forces; illegally attacking or disabling cybersecurity measures.

5. Taking advantage or abusing cybersecurity activities to infringe upon national sovereignty, interests, security, social order and safety, the legitimate rights and interests of agencies, organizations and individuals, or for personal gain.

6. Other acts violating the provisions of this Law.
