New news about the incident of a principal taking a taxi into the school yard, causing a student to be stabbed and break his leg at Nam Trung Yen Primary School: Today (February 21), the People's Committee of Cau Giay District (Hanoi) will announce the decision to dismiss Ms. Ta Thi Bich Ngoc - Principal of Nam Trung Yen Primary School, and Ms. Nguyen Thi Huong - Vice Principal of this school.

The removal of the two school leaders was carried out after Chairman of the City People's Committee Nguyen Duc Chung met with departments and branches to listen to reports and review regulations on management of cadres, civil servants and public employees, and agree on the form of handling.

Specifically, on the morning of February 20, Chairman of the City People's Committee Nguyen Duc Chung chaired a meeting with the Director of the City Police, Director of the Department of Education and Training, Department of Home Affairs, Chairman of the People's Committee of Cau Giay District, and Chief of Office of the City People's Committee about the incident.

Nam Trung Yen school leaders show signs of deception and concealment

At the meeting, Major General Doan Duy Khuong - Director of the City Police Department reported on the initial investigation results of the accident. Specifically, the investigation agency determined that on December 1, 2016, Ms. Tai Thi Bich Ngoc and Nguyen Thi Huong called a taxi to take Ms. Ngoc to Viet Duc Hospital for a check-up. After the check-up and buying medicine, the two got in a taxi to go to school. When arriving at the back gate of the school, Ms. Huong called the school security guard, Mr. Trung, to open the door to let the taxi in. When entering the school yard, Tran Chi Kien, who was playing, ran towards the front of the car and was hit by the car, falling to the ground.

While the driver stopped, Principal Ta Thi Bich Ngoc went straight into the Council room; Vice Principal Nguyen Thi Huong helped Kien up, because Kien was in pain, so the security guard took him to the school's functional room for examination. The taxi driver then left the school, not knowing the consequences.

The investigation agency determined that the taxi with license plate number 30A-702.54 driven by Mr. Tran Quoc Tuan entered the school yard during recess of Nam Trung Yen Primary School students and caused an accident. At the time of the accident, Principal Ta Thi Bich Ngoc and Vice Principal Nguyen Thi Huong were in the car.

The investigation agency clarified that Vice Principal Nguyen Thi Huong, although knowing the phone number of the taxi driver who caused the accident, did not provide it to the investigation agency in time, and at the same time showed signs of concealing the incident such as: distributing survey forms about not seeing the car in the school on December 1, 2016. This caused difficulties for the investigation agency and seriously violated the professional ethics standards of teachers.

Regarding Principal Ta Thi Bich Ngoc, at the time of the accident, Tran Chi Kien was in the taxi mentioned above but did not confirm that the vehicle carrying him caused the accident for the student, on the other hand, he agreed with the above wrongdoings of Vice Principal Nguyen Thi Huong. This shows that the Principal was dishonest in her report, intentionally concealed the violation, caused difficulties for the investigation agency, and showed signs of violating the law.

The actions of Principal Ta Thi Bich Ngoc and Vice Principal Nguyen Thi Huong mentioned above created negative public opinion about professional ethics and the image of teachers in the capital in particular and the Vietnamese education sector in general.

At the meeting, delegates representing departments and Cau Giay district all expressed their opinions on the incident, assessing the above teachers' statements as lacking sincerity, being evasive, and concealing the true nature. Not only that, although the Department of Education and Training and the People's Committee of Cau Giay district encouraged her to work with a spirit of responsibility and correction, teacher Ta Thi Bich Ngoc still made excuses and wrote letters to the authorities to cover up her own actions.

If there is a violation, criminal proceedings will continue.

Based on the above grounds and the complaints of 18 teachers currently working at the School, Chairman of the City People's Committee Nguyen Duc Chung concluded and directed the People's Committee of Cau Giay District, the governing unit, to hold a Disciplinary Council meeting on the afternoon of February 20, review and carry out procedures to immediately dismiss Principal Ta Thi Bich Ngoc and Vice Principal Nguyen Thi Huong; select a replacement to run the school's operations to ensure stability as usual. At the same time, the two teachers above must immediately hand over their work according to regulations.

The two teachers had acted dishonestly, violating the school's regulations prohibiting cars from entering the school, but still instructed the security guard to open the gate for cars to enter. In addition, their excuses and false declarations have caused parents and students to lose trust in the school, the education sector of the capital and the whole country. In particular, even taxi driver Tran Quoc Tuan spoke up about the incident when the teachers knew the consequences but did not inform the driver to take care of and compensate Kien's family.

Hanoi Chairman Nguyen Duc Chung emphasized that the dismissal of these two officials is not the end but to serve the investigation work of the police investigation agency; if there are any criminal violations, they will continue to be considered and handled; if the violations are only at the administrative level, these two teachers do not deserve their positions.

The City People's Committee assigned the City Police to continue investigating, consolidating records, clarifying statements and handling them according to the provisions of the law. In this case, the behavior of the two teachers showed signs of violating criminal law on the acts of False Declaration or Concealment of Crime, which also needed to be clarified and strictly handled according to the regulations, without cover-up.

The Chairman of the City People's Committee emphasized that the act of distributing survey forms by these two teachers also needs to be clarified as to who was the mastermind because this is an aggravating circumstance when the case is prosecuted.
