(Baonghean.vn) - The Provincial People's Committee has just issued Decision No. 70/2016/QD-UBND on regulations on routes and time restrictions for vehicles participating in traffic in Vinh city.

Accordingly, there are 58 routes that prohibit trucks with a cargo weight of 1.8 tons or more and passenger cars with 16 seats or more from operating from 06:00 to 22:00 every day.

19 routes prohibit trucks with a permitted cargo weight of 4 tons or more and passenger cars with 16 seats or more from 6:00 a.m. to 10:00 p.m. every day.

The above regulations exclude official vehicles, buses, contract vehicles, tourist vehicles, vehicles transporting officials, workers, employees, students, armed forces, vehicles used for funerals and weddings.

Particularly, the routes: Truong Thi, Ho Tung Mau, Le Mao (section from the Provincial Post Office intersection to Tran Phu intersection) will ban trucks from operating 24/7 every day.

Trucks and passenger cars are prohibited from traveling on drainage ditch No. 1 (connecting Nguyen Thai Hoc Street to Ho Thanh Street) and drainage ditch No. 3.

From 05:00 to 24:00 every day, trucks delivering goods in Vinh city with a permitted cargo weight of 4 tons or more and passenger cars running on fixed routes that are not approved to pick up and drop off at bus stations in Vinh city are prohibited from entering the city and must travel along National Highway 1A, avoiding Vinh city.

Tree trimming vehicles, road cleaning watering vehicles, vacuum cleaners, bridge and road repair vehicles and forklifts for carrying people to work at height are not allowed to operate on the streets during rush hours (from 6:30 to 8:30 in the morning, from 16:30 to 18:30 in the afternoon). Some specialized vehicles for transporting garbage, sludge and manure suction vehicles, and sludge transport vehicles for drainage purposes are only allowed to operate on the streets from 21:00 to 05:00 the following morning (except in special cases requiring a permit from the Vinh City People's Committee).

In case trucks and passenger cars have a necessary need to enter the above-mentioned prohibited routes, they must have written consent from Vinh City People's Committee.

Also according to this regulation, on some routes in the above-mentioned restricted areas, vehicles can still circulate normally, including specialized vehicles such as domestic water supply vehicles, traffic rescue vehicles, specialized vehicles to handle sudden incidents of electricity, water, flooding due to rain, road subsidence, broken branches, fallen trees, etc.

This regulation applies to agencies, organizations and individuals related to road transport activities in Vinh city, Nghe An province.

The Provincial People's Committee assigns the Department of Transport to preside over the implementation of this Regulation. Directs the traffic inspection force to propagate, guide, inspect and handle violations according to their authority. Departments, branches, sectors and Vinh City People's Committee, based on their functions and tasks, coordinate with the Department of Transport to propagate, guide organizations and individuals to strictly implement and handle violations of the implementation of this Regulation.

This Decision takes effect from December 20, 2016 and abolishes Decision No. 43/2014/QD-UBND dated July 28, 2014 and Decision No. 10/2016/QD-UBND dated January 18, 2016 regulating routes and travel time of vehicles participating in traffic in Vinh city, Nghe An province./.
