(Baonghean.vn) - The performance of grassroots trade unions and the movement of workers, civil servants and laborers depends on many factors, but the most decisive factor is still the enthusiasm, creativity, intelligence, experience and dedication of the grassroots trade union staff.

It is the grassroots union cadres who directly implement the activities, movements, guidelines and policies of the union organization, and who inspire union members and workers.

BUILDING STABLE AND HARMONIOUS LABOR RELATIONS

It can be said that grassroots trade unions play an extremely important role. Especially, in theenterprises with foreign elements,The role of grassroots trade unions is increasingly sensitive, necessary and important.

The grassroots union cadres at these enterprises represent the voice of the workers, protecting the legitimate rights and interests of the workers. On the other hand, they are employees of the enterprise, signed contracts with the enterprise owner, paid directly, and are under the direct leadership of the unit. Therefore, their voice and role are clearly under the direction and supervision of the enterprise owner himself.

How can grassroots trade unions fulfill their role and responsibility to protect the legitimate rights and interests of workers, and at the same time, help businesses build stable and harmonious labor relations, ensuring the rights of both businesses and workers... That is both a difficult and heavy task for grassroots trade unions in FDI enterprises.

To do that,grassroots union officialsmust truly be a bridge between the enterprise and the workers. Listen and promptly grasp the thoughts and aspirations of the workers. Exchange, analyze, share, and clarify policy information from the enterprise, and promptly respond to the workers' feedback, helping the enterprise make timely adjustments.

Grassroots union officials must have courage and enthusiasm, dare to speak up for the workers, have enough arguments and knowledge to negotiate with business owners about the workers' legitimate suggestions. By doing that, union officials are truly a reliable support for workers, trusted by workers, and the center of solidarity of the unit. From there, once there are opposing opinions, tense conflicts between workers and business owners, the union will grasp quickly, reflect promptly, handle quickly, contribute to stabilizing the situation, avoid illegal strikes and collective work stoppages, which are not beneficial to both sides.

Whether or not that task can be carried out well depends on the dedication, capacity, creativity and courage of the union staff, especially in FDI enterprises.

SOLUTIONS TO IMPROVE THE QUALITY OF ACTIVITIES

Cadres are the root of all work, trade union cadres in the period of promoting industrialization, modernization of the country and deep international integration need more factors to perform well the functions and tasks of the trade union organization in the new situation. Deeply aware of that problem, every year, trade unions at all levels pay attention to organizingvocational training for grassroots union staff.

In addition, we select enterprise union officials to train skills such as negotiating collective labor agreements, skills in resolving strikes, skills in organizing grassroots democratic conferences..."

However, annual training on trade union skills is still not enough to have a team of grassroots trade union officials, especially the Chairmen of the Trade Union of FDI enterprises, who can meet the requirements in the new situation. Ms. Tran Thi Nguyet - Vice Chairwoman of the Trade Union of the Southeast Economic Zone shared: "Finding grassroots trade union officials with qualifications, capacity, experience, and dedication to the trade union organization in the enterprise is very difficult. In reality, many enterprises change 2-3 chairmen of the grassroots trade union in a year."

To solve this problem, the superior trade union must be very close, concerned, and work directly with the enterprise so that they can see the role of the trade union organization. From raising awareness of the position and role of the trade union organization, the enterprise and the workers can agree on selecting trade union officials who meet the standards of being qualified, capable, dedicated, courageous, and responsible. In addition, the grassroots trade union itself must operate well, perform its tasks well, especially together with the enterprise to build harmonious, stable, and civilized labor relations, creating trust for the enterprise and the workers.

When selecting cadres, it is necessary to pay attention to professional training. Training has been organized annually, but most of the grassroots union cadres work part-time. It is very difficult to fully implement the contents such as training, the trade union levels need to provide more detailed guidance on specific topics, clearly orienting the work, clearly defining the form and content. On that basis, the grassroots union studies and selects activities that are close to the characteristics of the unit's implementation situation.
