Secretary General of the National Assembly Nguyen Hanh Phuc said so frankly when giving comments on the draft Law on Anti-Corruption (amended) recently submitted to the National Assembly at the 5th Session.

According to Mr. Nguyen Hanh Phuc, this new law has provisions for taxing 45% of the value of assets of unknown origin or expanding the subjects of declaration, but it is still no different from the old law if there is no agency to control the declaration.

“Declaration is still the same as before. Why not be honest? Because there is no control, whether I declare or not declare, who controls me?” – Mr. Phuc raised the question.

This delegate also said frankly: “Our officials do not say they are poor, but they declare that they are poor. When it comes to approval and appointment, a file of documents shows that they are very poor. There are cases where they rent houses and have no assets at all!” Therefore, there needs to be an independent agency to control and verify assets. It is best if the National Assembly elects one, not assign it to the State Inspectorate. Otherwise, this amended law is not much different from the current law.

Delegate Le Thi Thuy, Vice Chairwoman of the Central Inspection Committee, emphasized that the issue of asset declaration is of public concern, but corruption prevention must be synchronous. Providing drastic solutions and strict handling is a good way to prevent it.

According to Ms. Le Thi Thuy, now when going to the local level, you can see that leaders work very differently from before because they themselves realize that they must do their responsibilities, and if they go beyond their authority and responsibility, they will not be able to rest in peace. Therefore, according to Ms. Thuy, when building this Law, we must balance between prevention and control. At the present time, we must pay attention to control, which does not mean doing everything, but we must do it to demonstrate strictness and deterrence.

Concerned about the draft Law giving the Government Inspectorate the authority to control assets and income from department directors and above, Ms. Le Thi Thuy said that with the current force, controlling only the ministries and branches under the Government is too much, so it is difficult to do it all at the departments.

The Deputy Head of the Central Inspection Committee proposed to regulate the Government Inspectorate to control within the scope of those appointed by the Prime Minister; similar to provincial and district inspectorates. This would both decentralize and assign responsibility; if anyone does not do well, they must take responsibility./.
