The breakthrough in implementing Directive 05 in Tan Ky district is to make the spirit of studying and following Uncle Ho's ideology, morality and style permeate from awareness to action in every cadre, party member, civil servant and public employee in the political system.

Comrade Phan Van Giap - Standing Deputy Secretary of the District Party Committee said that the focus of implementing Directive 05 is that each cadre and party member sets an example in administrative reform and amends working methods, aiming to improve the quality of service to people and businesses to promote local socio-economic changes.

The solution is to expand dialogue between the Standing Committee of the Party Committee of the commune and town with the people to grasp the aspirations and opinions of Party members and people in order to promptly resolve problems and create unity and consensus within the Party Committee, and between the Party Committee and the people.

In 2016, the District Party Committee directed the organization of 3 dialogues in the communes of Giai Xuan, Nghia Hanh, and Tan An. On that basis, the spirit of dialogue and listening was spread to absorb, explain, and clarify issues of concern to the people.

In Giai Xuan commune, comrade Nguyen Duy Ket - Secretary of the Commune Party Committee said that the locality has chosen and focused on innovating working style and manners and improving the work efficiency of cadres and civil servants, especially leaders, heads of Party committees, authorities and the Fatherland Front, mass organizations, creating "bright spots in government building".

In particular, focusing on building and improving management, operation and work resolution capacity; implementing democratic regulations well, strengthening administrative discipline. Learning from Uncle Ho's scientific working style, each cadre here has set out a clear and meticulous plan by building a specific and posted personal work schedule.

Every week, staff must report on the tasks that have been resolved and explain the unfinished tasks. With this method, each person has "skillfully controlled" and taken the initiative in their work, pushing back the habit of arbitrariness, subjectivity, and lack of planning.

Especially in handling administrative procedures, uphold the spirit of "putting the people's interests first". When approaching the people, each officer is aware of a polite attitude, explaining briefly and thoroughly, helping people understand the problem and cooperate to solve it.

Thanks to that, in a commune with a large number of transactions between people and businesses, people and units like Giai Xuan, there is rarely a backlog. In addition to the task of receiving people at the headquarters, each cadre and civil servant of the commune must set out 2-3 days to stay close to the grassroots, promptly reflecting the thoughts and aspirations of the people. Thanks to that, the efficiency of serving the people is improved day by day, promptly resolving outstanding and urgent problems.

Not only that, with the determination to act, the synchronous participation of cadres and party members from commune to hamlet, flexible and skillful application, persistently sticking with the people, they have done a good job of "skillful mass mobilization" in land consolidation and plot exchange in specialized areas to grow concentrated sugarcane in Van Long and Van Xuan hamlets.

In the first quarter of 2017 alone, 687/1,016 plots were completed, equivalent to 117.58 hectares. Two hamlets from 12 fields are now grouped into 4 areas, with 16 new internal traffic routes planned and renovated to serve production.

In Huong Son commune, every cadre, party member and civil servant at the unit has been imbued with the spirit of "being close to the people, respecting the people, being responsible to the people", when handling procedures, one must know how to put oneself in the position of the people, always arriving early and returning late, not letting the people have to wait to have their work resolved. Along with the political mission, Huong Son also concretizes Directive 05 by praising bright examples and good examples in the movements, in order to create a spreading power and high humanistic meaning.

For example, Ms. Duong Thi Bay, a member of the Women's Association of Xuan Huong hamlet, maintains cooking 18 bowls of porridge every month to give to lonely elderly people without shelter, orphans and disabled children; giving a scholarship worth 1.2 million VND to a child in difficult circumstances; mobilizing women's association members to buy more than 1,800 packs of bamboo toothpicks to donate to the Association of the Blind of the district...

The District Military Command has concretized the implementation of Directive 05 by synchronously implementing 5 breakthroughs. The most important of which is focusing on regularly innovating Party cell activities in the form of "self-reflection and self-correction".

Every month, from the District Military Party Committee to the Party cells, they point out weaknesses in the working process, thereby directing Party cells, cadres and Party members to register for correction and improvement.

With this model, each individual and Party committee has reflected on themselves in performing their assigned duties and responsibilities as well as in complying with regulations and attitudes in contact with the people, thereby gradually overcoming shortcomings and promoting positive aspects.

"Self-reflection and self-correction" is implemented in conjunction with reviewing in the spirit of Resolution IV of the 12th Party Central Committee.
