Commune and ward officials expect meeting with Provincial Party Standing Committee
(Baonghean.vn) - The meeting between the Standing Committee of the Provincial Party Committee and the leaders of the Party Committees and authorities of communes, wards and towns in Nghe An province will take place for the first time on May 25. The event has attracted the attention of many delegates.
Increase allowances for non-professional staff
This is one of the ideas that Mr. Hoang Dinh Lac - Secretary of the Party Committee of Thai Son commune (Do Luong) mentioned to effectively implement the policy of restructuring the apparatus and streamlining the payroll according to Resolution 6 of the Central Committee (term XII).

Mr. Lac said that one of the issues that Thai Son commune has focused on in recent years is to reorganize the apparatus and restructure the staff, civil servants and public employees to improve the effectiveness and efficiency of the political system.
The commune has reorganized its apparatus, streamlined its staff by assigning staff to hold multiple positions and unifying the titles at the grassroots level. Specifically: Out of 2 civil servants in the Office - Statistics, 1 is assigned to work on internal affairs, emulation and rewards; 1 deputy commune team leader is also in charge of religious work; 1 deputy secretary of the commune Youth Union is also deputy commune team leader; Vice President of the Farmers' Association is also an agricultural extension officer...
Regarding hamlets, Thai Son has 11 rural party cells, and up to now, 10/11 hamlets have implemented the model of party cell secretary and hamlet chief. Through the implementation of concurrent positions, unifying the position of secretary and hamlet chief shows that it not only reduces the number of cadres but also increases the responsibility of cadres holding concurrent positions, which is also a solution to increase income for cadres, especially non-professional cadres.

“I propose that in addition to reviewing the functions, tasks, and non-professional staff in the direction of increasing concurrent positions and reducing the number of non-professional workers, there should be solutions to increase the allowances for non-professional staff such as deputy and permanent staff of associations... so that they can work with peace of mind. For example, the regime for the Deputy Chief of Commune Police is still low, while this is a special profession, the work is hard, even dangerous, regardless of time, but with the current allowance level, it is difficult for them to work with peace of mind" - Secretary of the Party Committee of Thai Son commune proposed.
According to statistics of Do Luong district, the number of Party cell secretaries who are also hamlet or block leaders is 264/367 people (71.93%); deputy Party cell secretaries who are also hamlet or block leaders are 30/367 people (8.17%); Party cell committee members who are also hamlet or block leaders are 5/367 people (1.36%); Party members who are not Party cell committee members and are hamlet leaders are 2/367 people (0.55%); hamlet leaders who are not Party members are 66/367 people (17.98%).

Developing party members in production and exploitation teams at sea
Mr. Tran Quang Ve - Secretary of the Party Committee of Quynh Long Commune (Quynh Luu) shared this issue when mentioning the role of party members in the process of fishermen participating in fishing at sea. Meanwhile, Quynh Long Commune currently has the strongest offshore fishing fleet in the province with nearly 100 vessels, capacity from 400 - 900CV.

The will to strive of young people today has followed a new trend. Accordingly, the first thing for young people is to solve their economic and living problems, then to participate in political and social organizations.
Currently, there are difficulties in solving economic problems, in addition to the activities of production teams and groups that have shortcomings in the party activities of party members.

“The current organization of marine production follows a private model, not a collective one as before. Therefore, creating conditions and a political environment for young people to participate in communes with seafood exploitation is still confusing, without a specific definition, so it is facing many difficulties” - Secretary of the Quynh Long Commune Party Committee said.

Mr. Tran Quang Ve also said that to resolve concerns about developing young party members in offshore exploitation and production teams, the commune should first strengthen ideological work and propaganda to help young people see that joining the Party does not greatly affect production activities.
If a party member has full awareness of life and responsibility, their awareness in production will be better, thereby resolving all relationships better. Therefore, professional organizations and employers must create conditions in terms of time for party members to participate in political activities.
Focus on socio-economic development and border security protection

My Ly is one of the poorest communes in Ky Son district, and it is also a border commune. The task is to develop the socio-economy to gradually help people eliminate hunger and reduce poverty, while ensuring border security and social order and safety.
My Ly is a border commune with a natural area of over 27,000 hectares, with a 43 km border with Laos, including 20 km of river border. The commune has 1,248 households, of which 73.30% are poor households.

The meeting between the Standing Committee of the Provincial Party Committee and the heads of Party committees and authorities of communes, wards and towns is scheduled to take place from the afternoon of May 25 to the morning of May 26 in Vinh City with the participation of 1,075 delegates from 21 districts, cities and towns, 480 communes, wards and towns.
