Need to adjust regulations on granting pharmaceutical practice certificates
(Baonghean.vn) - On the morning of March 7, the provincial National Assembly delegation held a conference to collect comments on the draft Law on Pharmacy (amended). Comrade Pham Van Tan - Head of the provincial National Assembly delegation chaired the conference.
Attending the conference were representatives from the Department of Health, Department of Science and Technology, Faculty of Pharmacy, Vinh Medical University, and related departments and branches.

Draft 6 dated February 26, 2016 of the Law on Pharmacy (amended) regulates activities related to pharmacy, including: State policies on pharmacy and development of the pharmaceutical industry; pharmaceutical business and practice; registration and recall of drugs and pharmaceutical ingredients; supply and use of drugs; drug advertising information and pharmacovigilance; clinical pharmacy; clinical drug trials and bioequivalence trials; management of drug and pharmaceutical ingredient quality and management of drug prices. The Law applies to domestic and foreign agencies, organizations and individuals engaged in pharmaceutical activities in Vietnam.

Regarding the categories mentioned in this 6th draft, the delegates attending the conference focused on Chapter III - Pharmaceutical Practice. Regarding Clause 2, Article 14 of this chapter, some delegates said that it is necessary to adjust the time limit for granting pharmaceutical practice certificates because the provisions of the chapter have overlapping provisions: Only granted after graduation and practice time. However, previously in the chapter, it was mentioned that in order to practice, a certificate is required. In addition, also in this chapter, in Article 16, the delegates did not agree with the provision that people working in the pharmaceutical industry must receive professional training once every 2 years before their certificates can be renewed, because it is not suitable for practical conditions. Regarding the renewal of certificates, the delegates also hope that the law will clearly state how long the reissued certificates can be renewed and how many types of certificates can be renewed.
Regarding the categories of dietary supplements and cosmetics, delegates also hope that these two categories should be included in the pharmaceutical management category because there is overlap among the 15,000 types of dietary supplements and drugs; and cosmetics are also a type of product related to health.

The management of medicinal herbs and traditional medicines is stated in Article 77, Chapter VI. Delegates have opinions that in addition to specific regulations on the quality of traditional medicine prescriptions, it is necessary to supplement the supervision of medicinal prescriptions. In addition, delegates also pay attention to the management of medicinal shells such as capsule shells and bottles containing medicinal solutions because in reality, this category is not currently managed. Regarding the management of drug prices, delegates agree with the proposal that the main management unit must be the Ministry of Health.
After agreeing on the revised opinions of the delegates, the Provincial National Assembly Delegation will synthesize and submit them to the 11th session of the 13th National Assembly.
