Need to resolve petitions and respond to citizens satisfactorily!
(Baonghean) - Recently, Nghe An Newspaper received a petition from Mr. Phan Duc Trong - a teacher at Nghe An Province's General Technical - Vocational Guidance Center, accusing the leaders of Nghe An Province's General Technical - Vocational Guidance Center of handling his petition in an improper manner; showing signs of covering up wrongdoings for officials.
In the complaint, Mr. Phan Duc Trong mentioned: The leaders of the Nghe An Province General Technical - Vocational Guidance Center (hereinafter referred to as the center) covered up for two individuals, Ms. Tran Thi Hong and Ms. Nguyen Thi Binh, who used illegal degrees to participate in recruitment and general vocational training; did not properly handle the case of Ms. Ho Thi Ngoc Thuy using fake degrees; did not strictly comply with the directive of the Department of Education and Training on handling cadres in the case of Ms. Le Thi Thu Hien; organized career counseling activities without the plan being approved by superiors...
Mr. Trong said that the contents of the petition had been reported to the center's leaders many times but had not been satisfactorily resolved.

Following the incident, it is known that Mr. Trong's petition to denounce violations at the Nghe An General Technical - Vocational Guidance Center has been going on for many years now and the Department of Education and Training Inspectorate had previously investigated and responded, but Mr. Trong did not agree and continued to submit a petition, including new content.
Accordingly, in 2014, Mr. Trong accused Ms. Le Thi Thu Hien, a teacher at the center, of using a fake intermediate embroidery certificate to get hired. After the center inspected and verified, it held a meeting to review and discipline Ms. Hien in the form of a warning.
Disagreeing, Mr. Trong continued to send a petition to the Department of Education and Training. After the Department of Education and Training sent a document requesting the center to withdraw the disciplinary decision and hold a meeting to review the individuals involved, the center established a Disciplinary Council and decided to dismiss Ms. Hien for using a fake degree to be recruited according to Decree 27/2012 of the Government.
Regarding the matter of forcing Ms. Hien to compensate and refund the cost, the center issued 3 notices to the individual, and also sent a notice to the locality where Ms. Hien registered her permanent residence to coordinate in resolving the compensation and refund issue, but Ms. Hien did not comply. Therefore, Mr. Trong's accusation that the center did not strictly comply with the Department of Education and Training's directive on handling the case of Ms. Le Thi Thu Hien is unfounded.
Regarding Mr. Trong's accusation that Ms. Tran Thi Hong and Ms. Nguyen Thi Binh used fake degrees to be recruited, through reviewing the records and documents still kept at the center, it shows that Ms. Nguyen Thi Binh was recruited by the center on September 26, 2010.
According to the recruitment minutes, the conditions at that time were: Having a university degree in education or a university degree, having a teaching certificate and a certificate of professional expertise in the job to be recruited. Ms. Nguyen Thi Binh has a university degree in education, has a certificate of primary restaurant service from Nghe An College of Economics and Technology No. 1, course (3/2010 - 6/2010).
Good graduation certificate, diploma number 00052, entered in the certificate book number 56 on June 18, 2010 (confirmed by Nghe An College of Economics and Technology No. 1). In the case of Ms. Tran Thi Hong, she was recruited by the Department of Education and Training and accepted by the Center according to Decision No. 1053/QD-SGDĐT dated September 8, 2008. In Ms. Hong's civil servant recruitment file, there is a diploma from the Hanoi College of Tourism, majoring in hotel management, majoring in culinary arts, course 2006-2008.
The diploma has the number D:0262575/GD-DT, good grade, registered in book number 567/2006 on June 25, 2008 (confirmed by Hanoi College of Tourism) and the university diploma, majoring in History from Vinh University. Thus, the content of Mr. Trong's accusation that Ms. Tran Thi Hong and Ms. Nguyen Thi Binh used fake diplomas to get recruited is unfounded.

Regarding the content of the accusation that the center organized vocational education activities without the approval of the Department of Education and Training, but the vocational counseling group still operated. This content is according to Decision No. 44/2008/QD-BGDDT on the functions and tasks of the Provincial General Technical - Vocational Guidance Center, the Provincial General Technical - Vocational Guidance Center has the task of linking with educational institutions in the national education system to train and provide vocational counseling for students, adolescents and other subjects when needed.
In addition, the Provincial Center for General Technical - Vocational Guidance is allowed to cooperate with the Center for Continuing Education, Vocational Training Center in the area and other educational institutions to carry out the tasks of continuing education, career guidance and vocational training according to regulations.
Regarding the career guidance education plan for 2015 - 2016, the Center submitted document No. 66, dated October 5, 2015, to the Department of Education and Training requesting approval of the career guidance plan. On March 2, 2016, the Department of Education and Training sent an official dispatch to the center, affirming that career guidance education is the center's task; and at the same time, it is a part of the general education program.
However, it can be done at the center if the high schools have the need, there is an agreement between the two parties and it is in accordance with the regulations. Thus, the content of the accusation that the center organized career guidance activities without the approval of the Department of Education and Training but the career guidance counseling team still operated is unfounded.
Regarding the accusation that Ms. Ho Thi Ngoc Thuy used a fake intermediate vocational certificate - Knitting and weaving wool and the disciplinary action taken by the center's leaders against Ms. Thuy was not at the appropriate level, it is correct. Through the examination of the records and the conclusion of the center's inspection team, Ms. Thuy used a fake intermediate vocational certificate to participate in teaching knitting.
According to the provisions of Clause 3, Article 11, Decree 27/2012 of the Government, the disciplinary measure for cases of using illegal documents to participate in training, education; to take exams or to be considered for changing professional titles must be disciplined in the form of a warning.
However, the center's disciplinary action of only reprimanding her is not appropriate. Regarding this, Ms. Truong Thi Thanh Huong - Director of the center admitted that the disciplinary action against Ms. Thuy is not in accordance with the spirit of Decree 27/2012 of the Government.
However, Ms. Huong said that the form of handling Ms. Thuy was the responsibility of the old Disciplinary Council chaired by Ms. Le Thi Kim Chung, former Director of the Center, and the Center had reported to the Department of Education and Training. Therefore, only when there is direction from the Department of Education and Training will the Center have the basis to revoke the decision and establish a Disciplinary Council to consider the appropriate form of discipline.

Continuing to investigate, the reporter learned that Mr. Trong's complaint was sent to the Department of Education and Training inspector a long time ago, but until now he has not received a satisfactory response.
Coming to the Department of Education and Training, the reporter was introduced by Mr. Thai Huy Vinh - Deputy Director of the Department of Education and Training to meet Mr. Nguyen Van Tam - Deputy Chief Inspector of the Department to learn about the incident. However, when the reporter raised the issue, Mr. Tam requested that he only work with the Department's leadership in writing.
However, after receiving the transfer slip from the department leader, the reporter contacted Mr. Tam many times, but Mr. Tam kept saying he was busy (?).
Thus, the content of Mr. Phan Duc Trong's accusations about the violations at Nghe An Vocational Technical Center is partly right and partly wrong. The problem is that the relevant units have not actively intervened to handle and clearly respond to citizens, allowing citizens to send petitions for a long time, causing instability in the grassroots situation.
