It is necessary to understand each person's competitive motivation to promote creativity (*)

"....Responding to and deeply imbued with President Ho Chi Minh's call for patriotic emulation, over the past 70 years, the Party Committee, government, army and people of Nghe An have organized many vibrant and widespread emulation movements, making worthy contributions in the two long-term resistance wars for national liberation and reunification, as well as in the period of renovation, construction and defense of the Fatherland.

In recent times, emulation movements in the province have continued to develop strongly, with many innovations and creations, achieving many important results. Many movements have spread widely, received the response of many classes of people, and developed strongly in each force.

The emulation movements have different scales and methods, but they are all vivid manifestations of the emulation movement "Studying and following Ho Chi Minh's ideology, morality and style", continuing and promoting the precious patriotic emulation tradition of Nghe An people in new conditions.

Mr. Nguyen Anh Quy in Minh Xuan hamlet, Minh Hop commune (Quy Hop) is the only face of Nghe An province to be honored as "National Excellent Young Worker for the 9th time in 2018".

From the emulation movement, many advanced and typical examples have emerged in many areas of social life. We are truly moved and proud of the noble deeds and actions of the heroes, emulation fighters, typical advanced collectives and individuals present at today's Commemoration Ceremony, as well as many other silent examples who are contributing in many areas, inside and outside the province, but are unable to attend the ceremony.

On behalf of the provincial leaders, I warmly congratulate, respect, appreciate and commend the heroes, emulation fighters, advanced models, compatriots, cadres and soldiers in the province who have actively responded to the Patriotic Emulation Movements.

I also welcome and thank the Provincial Emulation and Reward Council, departments, branches, localities, businesses and people of the whole province for being active, proactive, creative, and making many contributions to promoting the patriotic emulation movement, achieving remarkable results in economic, social, defense and security development in the past time.

During his lifetime, President Ho Chi Minh always expressed his love and trust for his homeland Nghe An:"I hope that the people and comrades of the province will strive to make Nghe An soon become one of the best provinces in the North.". Following Uncle Ho's words, Nghe An has continuously improved and achieved many remarkable achievements. However, up to now, Nghe An is still not the "best province in the North" as Uncle Ho always wished. Looking back at the better provinces in the North, or in the South, in terms of economic development, Nghe An province is still behind.

How to grow the economy faster but sustainably? Budget revenue meets the spending needs of the province? People's income and life are improved, especially in mountainous, remote, isolated and ethnic minority areas? How to fulfill Uncle Ho's wishes? These are the questions and great challenges facing the emulation movement of the province in the coming time. I agree with the tasks and solutions that need to be focused on in the coming time that the Chairman of the Provincial People's Committee has stated. At the same time, I would like to raise some issues for you to study and discuss.

The first,Nghe An is honored and proud to be the hometown of beloved President Ho Chi Minh. His simple and pure life is an extremely beautiful and rich moral example for us to learn and follow.

He advised:“Competition is patriotism, patriotism requires competition. And those who compete are the most patriotic.”With gratitude, pride, and responsibility of the children of Uncle Ho's homeland, every Nghe An citizen needs to turn the sacred feelings for Uncle Ho into practical will and action, building for themselves a sense of self-awareness and emulation.

To compete first with oneself, one must consciously practice, study and follow Uncle Ho's ideology, morality and style. In the collective, each individual needs to respond to the competition to have initiatives, to work wholeheartedly and effectively, not to be inferior to colleagues. And more importantly, compete so that Nghe An province is not inferior to other provinces, and Vietnam is not left behind compared to developed countries in the world.

I hope everyone always keeps "Pure Heart - Bright Mind" to contribute the most to the emulation movement of the agency, unit, province and through that also do something meaningful for themselves.

Monday,The profound nature of competition is to best promote the capacity of each individual in a collective environment. Each person contains good and bad things. As a person in a collective, there is always a tendency to fight, towards better things. Competition movements need to be specifically and practically designed, must create motivation to encourage weak groups or individuals to gradually become progressive and develop; good to become better; promote potential, advantages and minimize weaknesses.

Nghe An people have a tradition of being industrious and creative, loyal and chivalrous, open-minded, studious and especially very revolutionary. It is necessary to pay special attention to maximizing these good qualities in the province's emulation movements.

To have a good emulation movement, we need to understand the motivation of emulation, the motivation of each group of people, each class of people is very different. We need to understand each person's motivation to promote and inspire their will to develop their creativity. In my opinion, the biggest motivation is ambition, then human honor, then everyday interests, and livelihood.

For example, workers are motivated to compete for salary and bonuses, which means competing for the most normal purpose of making a living; other groups compete for honor; and for leaders, greater than honor is the ambition to do something for the community.

Tuesday,Competition is for solidarity, and vice versa, each individual and each collective needs to unite to compete well. In competition, we must take the great solidarity of the whole nation as the common goal, as the common point; at the same time, accept differences that do not go against the common interests of the whole nation.

In each agency or unit, a good emulation movement will attract and engage the spirit of serious and democratic work, unite everyone to compete and contribute their strength and intelligence, creating a strong and developing collective. It is the solidarity (not the solidarity in the same direction) in the spirit of love, mutual help, constructive criticism, seriousness and sincerity that is the basis for the emulation movement to be sustainable.

Wednesday,In competition, effort is never enough, creativity never stops, we must always strive to improve. President Ho Chi Minh once said:“I dedicate my whole life to my people”. For cadres and party members, I hope that you will devote your utmost efforts to the development of your province, first and foremost to the development of your agency or unit.

Only then can the movement truly develop. Without effort and hard work, there will be no practical movement, no effectiveness, no vitality among the people. I hope that comrades, cadres, party members who are civil servants and state employees will maximize their responsibilities, perform well their duties and tasks, actively reform administration, wholeheartedly serve the people, and support the business community.

Thursday,Continue to thoroughly grasp President Ho Chi Minh's Call for Patriotic Emulation and the guiding viewpoints of the Party and the State, innovate emulation movements in a practical, effective direction and focus more on the grassroots. Strengthen the leadership role of Party committees and authorities at all levels in emulation and reward work, especially the role and responsibility of leaders.

The emulation and reward council needs to continue to advise the Party committees and authorities at all levels to concretize emulation movements to suit the practical situation. Promote emulation movements associated with fairness and impartiality, each person competes well in their position, such as: leaders with leaders, experts with experts...

At the same time, continue to innovate the reward work to be more timely and accurate. Pay attention to replicating advanced models through setting examples.

On the basis of creatively applying lessons learned from patriotic emulation over the past 70 years, promoting the revolutionary tradition of the heroic Soviet homeland, we believe that with the decisive participation of Party committees at all levels, the government, the Fatherland Front, socio-political organizations and the response of the entire population, the emulation and reward movement in the coming time will truly have strong and practical changes and innovations.
