Consider legalizing the regulation of flattery of superiors
The Ministry of Home Affairs is considering and calculating to include regulations on flattery of superiors in some articles of the Law. This will be considered by the competent authority.
At the regular press conference on the afternoon of May 9, discussing the act of "flattering" superiors for impure motives and the legalization of this regulation,Deputy Minister of Home Affairs Nguyen Trong Thua said that the Ministry of Home Affairs was assigned by the Prime Minister to develop the Public Service Culture Project.
After a period of careful research, consulting with ministries, branches, localities, and many scientific seminars, learning about the experiences of public service culture of a number of countries, the Ministry has completed the Project, which was approved by the Prime Minister and assigned to continue developing an implementation plan.

In the project, the Ministry of Home Affairs has developed a specific plan, clearly stating the purpose, requirements, and assigning some contents to the Ministries. After reaching agreement, the Fatherland Front organizations and Party committees proposed that the Project be applied comprehensively in the political system.
"When it was put forward, the idea of the construction agency was to apply only within the framework of the state sector.But when discussing, the political organization bloc and the Party side said that it is necessary to expand, because public ethics is the decisive factor" - Deputy Minister Nguyen Trong Thua said.
According to the Deputy Minister of Home Affairs, the Public Service Culture Project comprehensively assesses the issue of task implementation. The plan has been issued by the Minister of Home Affairs and now has a specific roadmap.
Responding to the question of whether to legalize regulations on flattery, Deputy Minister Nguyen Trong Thua said that while drafting the Law amending and supplementing a number of articles of the Law on Cadres, Civil Servants and the Law on Public Employees, there were some opinions suggesting to include this regulation, the Ministry of Home Affairs has accepted and calculated to include a number of articles.
In May 2019, when discussing the draft Law amending and supplementing a number of articles of the Law on Cadres, Civil Servants and the Law on Public Employees, the National Assembly will give its opinion on this matter.
In his personal opinion, Mr. Nguyen Trong Thua supports the inclusion of positive regulations in the Public Service Culture Project into the law because "what can be legalized is good, the competent authorities will consider and develop, and legalization is also good".
