Consider specific factors in merging villages and hamlets in mountainous and ethnic areas
(Baonghean.vn) - This issue was raised at the meeting to evaluate the results of activities in the first 6 months of 2019 organized by the Ethnic Committee of the Provincial People's Council on the afternoon of June 28.

At the meeting, the issue that delegates are currently concerned about is that ethnic minority and mountainous areas have about 100 policies issued by the Central and provincial governments that are still in effect; however, ensuring resources for implementation is still limited.
It is noteworthy that the forest protection policy according to Decree 75/2015/NDCP, dated September 9, 2015 of the Government, people have not yet enjoyed it.Mr. Lang Van Chien - Secretary of Quy Chau District Party Committee, member of the Ethnic Council of the Provincial People's Council, stated the reality that when forests are assigned to people for protection without ensuring policy implementation, the forests will become more impoverished because people "find ways" to exploit the forests.
That is the matter of bringing electricity to the villages. Up to now, the whole province still has more than 200 villages in 4 districts of Que Phong, Quy Chau, Tuong Duong, Ky Son without grid electricity.

Some delegates also raised concerns: Overcoming the impact of hydropower projects in 2018 was slow and not thorough; the issue of merging villages and hamlets needs to consider specific factors related to the culture, customs and practices of ethnic minorities; especially in accordance with the population distribution and terrain in ethnic and mountainous areas.
The province needs to pay attention to arranging and guiding the implementation of policies for commune police when replacing them with regular police; guiding the selection, arrangement and having policies for non-professional village and hamlet workers after the merger.

In addition, many issues related to land for production, domestic water for people; propaganda, dissemination, legal education... also need to be addressed.
Based on the urgent and prominent issues raised for mountainous and ethnic areas, the Ethnic Committee of the Provincial People's Council also affirmed that it will choose to include them in the content of supervision and survey in the coming time; at the same time, urge and closely follow up with all levels and sectors for more effective implementation. In the immediate future, the Ethnic Committee of the Provincial People's Council will choose key contents and issues to include in debate, discussion, clarify responsibilities and solutions at the 9th Session of the Provincial People's Council this July.
