Need to properly plan hydroelectric and solar power projects
(Baonghean.vn) - Nghe An province proposed that the National Assembly and the Government need to conduct in-depth research, have a roadmap and better manage the planning of hydropower, solar power and waste-to-energy projects to avoid negative impacts on the environment and sustainable development of the country.
On the afternoon of October 29, the National Assembly Delegation of Nghe An province had a working session with the Provincial People's Committee and departments and branches before the 10th session of the 14th National Assembly to listen to the report on the socio-economic situation and the province's proposals and recommendations to the Central Government.

Proposing mechanisms and policies to the Central Government
At the meeting, the Provincial People's Committee reported on the province's socio-economic situation in the first 10 months of 2020, tasks and solutions for the last months of the year. At the same time, it recommended to the Provincial National Assembly Delegation to propose the National Assembly to approve the policy of changing the purpose of forest use to other purposes to implement.Ban Mong Reservoir Project; Propose that the National Assembly, the Government, and the Ministry of Agriculture and Rural Development prioritize the allocation of about VND 3,500 billion in medium-term Government Bonds for the 2021-2025 period to complete the project.

Implementing the policy of administrative organization arrangement, Nghe An has a total of 1,768 redundant cadres and civil servants when implementing the above regimes and policies. Therefore, Nghe An province must develop additional support policies for redundant commune-level cadres and civil servants in accordance with the actual situation in the locality and ensure the rights and superiority of the mechanism for cadres and civil servants.
Nghe An proposes that the Government continue to integrate policies, eliminate indirect support policies, strengthen conditional support policies, and direct support policies for people.

At the same time, it is recommended to promptly implement guidelines and allocate capital for the National Target Program on Sustainable Poverty Reduction in conjunction with the implementation of annual public investment plans of localities, increasing proactiveness and connectivity, bringing about effectiveness and efficiency, and linking with the implementation of poverty reduction tasks in the overall socio-economic development goals.
Nghe An proposed that the Central Government have a mechanism to support the construction of model new rural districts according to the project approved by the Prime Minister and increase the level of direct capital support to implement the new rural construction program for provinces that have not yet balanced their budgets.

Nghe An province proposes that the Central Government pay attention to allocating funds for a number of key projects using the Central budget such as:Coastal Road Projectfrom Nghi Son (Thanh Hoa) - Cua Lo (Nghe An); Muong Xen - Ta Do - Khe Kien road project 230 billion VND; traffic road connecting Vinh - Cua Lo (phase 2) 1,500 billion VND. Thanh Nam bridge over Lam river, Con Cuong district 111 billion VND... Proposing the Central Government to continue allocating capital for projects in the rescue and relief program and Government Bonds being implemented in the area...
Good management of hydropower planning
Clarifying the issues of concern to the Provincial National Assembly Delegation, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh requested relevant departments and branches to receive and provide full information related to the following issues: hydropower, number of villages and hamlets without national grid electricity, education quality, surplus teachers, administrative reform, public ethics of the province; support mechanism for hunger eradication and poverty reduction, etc.
Regarding planning issueshydroelectricAccording to comrade Le Hong Vinh, besides the positive impacts, the aftermath of hydropower has brought extremely serious consequences. Therefore, the province proposed that the National Assembly and the Government should consider and have a reasonable plan for hydropower development to avoid unfortunate losses.

In addition, there needs to be in-depth research, a roadmap and better planning management of solar power and waste-to-energy projects to avoid negative impacts on the environment and sustainable development of the country.
On behalf of the Provincial National Assembly Delegation, Deputy Head of the Provincial National Assembly Delegation Nguyen Thanh Hien acknowledged and highly appreciated that despite many difficulties, the province had positive changes in all fields in the first 10 months of the year.
At the same time, he highly appreciated the close coordination between the Delegation and the Provincial People's Committee in sending officials to participate in voter meetings; creating conditions for the Delegation to participate in monitoring activities at the grassroots level as well as paying attention to resolving voters' petitions when the Delegation sent them.

With its responsibility, the Provincial National Assembly Delegation will fully receive and, through information "channels", convey the recommendations of voters and the province to the central ministries, branches, the Government and the National Assembly for consideration and handling.
The provincial National Assembly delegation has compiled 56 petitions from voters sent to central agencies and 138 petitions from voters sent to the provincial People's Committee at the 9th and 10th sessions. Up to now, most of the petitions at the 9th session have been responded to by ministries, branches and the provincial People's Committee.
