Need to strengthen dialogue and quickly grasp information in mass mobilization work

79 bright spots on democratic regulations

In 2018, the mass mobilization work in general and the government mass mobilization work in particular received attention and was promoted by the entire political system with many measures.

A highlight in 2018 was the first time the Provincial Party Standing Committee organized a meeting and dialogue with 1,034 Party Secretaries, Chairmen of People's Councils and People's Committees of 480 communes, wards and towns across the province.

Through that, the Provincial Party Standing Committee grasps the difficulties at the grassroots level to make timely adjustments in leadership, direction, and care for the grassroots level; at the same time, raising awareness and sense of responsibility for key grassroots cadres for the common movement of the province.

2018 is also the year of implementing the "Year of Administrative Mass Mobilization", accordingly, state administrative agencies from the province to the grassroots have focused on administrative reform, raising awareness of compliance with discipline, administrative discipline, and public ethics of cadres, civil servants, and public employees; taking care of public reception work, handling complaints and denunciations of citizens, especially complicated and prolonged cases.

Also through the implementation of the "Year of Government Mass Mobilization", all levels have directed the construction of more than 100 bright spots in government mass mobilization. The emulation movement "Skilled Mass Mobilization" continues to be expanded and deepened.

During the year, the whole province built 3,260 models, typically the skillful mass mobilization associated with the construction of new rural areas. 21/21 districts, cities, and towns built 79 bright spots in implementing the grassroots democracy regulations in communes, wards, towns, agencies, and enterprises; implementing the motto that mass mobilization work must go first, go together, and come last in the implementation of local programs and projects.

Value dialogue and resolve arising issues

At the conference, through statements from a number of agencies, sectors and localities, some shortcomings and limitations in mass mobilization work were frankly pointed out.

It is evident that there are still a number of cadres and civil servants who do not fully and deeply understand the meaning and importance of mass mobilization work, so in some places, government mass mobilization work is still taken lightly.

The quality and effectiveness of grassroots mass mobilization, youth union branches and associations in some places are still limited. Therefore, the ability to grasp the people's situation and forecast problems arising from the grassroots, and participate in solving and handling complex problems arising within the people in some localities is still limited.

The implementation of the "Year of Administrative Mass Mobilization" in some districts and sectors is still slow, unclear, and has not achieved the desired results. The emulation movement of skillful Mass Mobilization, especially the construction and replication of typical models, is still limited.

Affirming that development requirements continue to pose challenges to mass mobilization work, speaking at the conference, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, asked the mass mobilization system at all levels to continue to consider, innovate, and operate in order to meet the requirements of tasks in the new situation.

First of all, it is necessary to continue to propagate, educate, raise awareness and sense of responsibility of all levels and sectors in the political system and each cadre, civil servant and public employee about mass mobilization work to act together.

Along with that, mass mobilization work in the political system needs to focus on solving complex problems arising at each level and each sector. To do so, it is necessary to go close to the grassroots, quickly grasp information, accurately forecast the situation, and at the same time increase dialogue to solve effectively. All levels and sectors need to focus on reforming administrative procedures to achieve the goal of "shortening time and simplifying procedures"; raising awareness of serving the people, promoting the people's right to mastery.

Standing Deputy Secretary Nguyen Xuan Son also emphasized the need to build a mass mobilization force at all levels to do a good job of advising and coordinating the mass mobilization work in the political system, contributing to promoting the overall development of the province.

On this occasion, 1 individual was awarded the Commemorative Medal for the cause of protecting the Fatherland by the Ministry of Public Security and 5 collectives were commended by the Provincial Party Committee's Mass Mobilization Commission for their outstanding achievements in mass mobilization work in 2018.
