Faced with the complicated situation of students violating traffic safety and order laws, from October 1 to October 31, 2024, the Traffic Police force of the whole province will simultaneously launch inspections and handle violations of traffic laws by students.
707 cases of student violations
Together with other teams and stations of the Traffic Police Department, from 6:30 a.m. on October 1, at Km29 to Km32, on National Highway 46, through Xuan Hoa commune, Nam Dan district, Road Traffic Police Team No. 5 launched a peak plan to ensure traffic safety.traffic safetyfor school age. Reality shows that many students, as well as some parents who take their children to and from school, still violate the law by driving motorbikes, mainly by not wearing helmets.
Directly performing the task, Captain Nguyen Quang Nghia - an officer of the Road Traffic Police Team No. 5 said that in addition to propagating and disseminating legal education at schools, the unit regularly organizes forces to inspect and strictly handle violations related to students such as: Driving without wearing helmets; carrying more people than prescribed; not obeying traffic lights... However, in reality, violations still occur; such as the situation of parents and students driving motorbikes and electric bicycles without wearing helmets when going to school, on the morning of October 1 alone, the working group handled 5 cases.
Justifying his violation, a student at Xuan Hoa Secondary School (Nam Dan) said that "when it was almost time to go to school, I couldn't find my helmet. Because I was in a hurry and afraid of being late, I "did it recklessly" even though I knew it was a violation."

On National Highway 1A, at Km426 to Km427, in the area of Nguyen Xuan On High School, Cao Xuan Huy Middle School... on the first morning of the campaign, Dien Chau Traffic Police Station handled 7 cases of student violations.
According to Captain Nguyen Van Phuong - Deputy Head of Dien Chau Traffic Police Station: All students after being disciplined realized their violations and promised not to repeat them. However, to minimize the violations of the Road Traffic Law by students, in addition to patrolling and handling by the authorities, parents need to pay attention, manage, and remind their children to wear helmets and drive in the correct lane when participating in traffic... In addition, no one else but parents must set an example in strictly complying with the provisions of the Traffic Law for their children to follow.
Also on the first day of the campaign, many working groups of teams, stations, and local police handled many cases of underage driving. NQA (an 11th grader at a high school in Vinh city) said: "I know that underage driving is wrong. However, because my friend still took me on an electric motorbike because he had to miss school today, I borrowed my mother's motorbike to go. After being punished this time, I will learn from my experience and not repeat the offense."
From October 1-5, the provincial Traffic Police force recorded 707 cases of student violations, imposed fines of over VND230 million, and temporarily detained 165 motorbikes and 245 other vehicles. Specifically, the violations include: Alcohol concentration: 2; speed: 22; carrying more passengers: 6; handing over the vehicle or allowing an unqualified person to drive: 75; underage driving: 262; not obeying traffic signals: 9; not obeying the inspector's orders: 3; not wearing a helmet: 363; no license: 5; kickstand scraping the road: 1; other violations: 545.
Timely information to schools about student violations
Talking to us, Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Traffic Police Department, Provincial Police said: Recently, the situation of students violating the law on traffic order and safety has had many complicated developments, causing many serious traffic accidents. In order to continue to seriously and effectively implement Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister on strengthening the work of ensuring traffic order and safety for students in the new situation, the direction of the Ministry of Public Security, the Traffic Police Department issued a peak plan to ensure traffic order and safety for students. The peak implementation period is from October 1 to October 31, 2024.

Based on the plan of the peak period, Nghe An Traffic Police will strengthen inspection and handling of violations of traffic order and safety for middle school and high school students, parents, guardians, people who hand over vehicles to students who are not qualified to drive, vehicle owners and parents transporting students who violate regulations on road, inland waterway and railway transport.
In the road sector, patrols and controls will be conducted on main urban traffic routes, inter-village and inter-commune routes, district and provincial roads, national highways; areas near schools, areas where many young people gather to violate traffic order and safety.
The handling focuses on violations such as: Driving without a driver's license; not wearing a helmet; carrying more people than the prescribed number; not obeying traffic light signals; driving in a row; going in the wrong direction; honking, revving the engine; driving a two-wheeled vehicle on one wheel; using a kickstand or other objects to scrape the road while the vehicle is running; weaving; gathering to disturb public order, illegal racing...
Along with that are the acts of handing over vehicles to unqualified drivers; students and parents violating regulations by stopping and parking vehicles on the road, on sidewalks, and at crossroads, causing traffic jams and posing a potential risk of traffic accidents...
Inspections and handling of violations are carried out thoroughly and maintained regularly and continuously, creating positive changes in awareness and compliance with laws on traffic order and safety of parents and students, ensuring strict adherence to law and discipline and minimizing traffic accidents involving students.
According to Lieutenant Colonel Nguyen Nam Hong, during the handling process, the traffic police force will promptly inform schools about student violations so that appropriate education, reminders, and handling can be provided.

Thus, it can be seen that the situation of students violating the law is due to their low awareness and lack of full understanding of the Road Traffic Law... Therefore, along with the increased patrolling and control of the authorities, it is necessary for schools to step up propaganda and supervision of students. At the same time, strictness from parents is needed. In addition to education and strict management, they absolutely do not give vehicles to students, especially when they are not old enough.
