Traffic police will handle alcohol concentration violations throughout 2022

According to the plan just issued by the Ministry of Public Security, the Traffic Police Department directs the Traffic Police force under the Department and the Traffic Police of Public Security units and localities to mobilize equipment, vehicles, professional techniques, develop a plan to patrol, control, and handle violations according to the topic "People driving on the road with drugs in their bodies, violating alcohol concentration" throughout 2022. This plan will be implemented from March 1 to December 31, 2022.

Based on the actual situation of forces and means (can coordinate with other police forces or grassroots police), establish a specialized working group to handle violations according to this plan on assigned routes and areas.

The Ministry of Public Security requires the Traffic Police force to strictly follow the Ministry's instructions and recommendations from the health sector when controlling and handling violations of alcohol concentration in breath.COVID-19 prevention and control, strictly comply with preventive measures, equipment operation procedures... Actively prevent, detect, stop and strictly handle violations of drivers with drugs in their bodies, alcohol concentration violations and other violations of the law; correctly assess the current situation of drivers using drugs, alcohol concentration violations and other stimulants in order to propose management measures, contributing to controlling and reducing traffic accidents, especially accidents directly caused by alcohol and drug concentration violations.

In case of control, detecting a driver who is positive for drugs, it is necessary to verify to detect details, documents, evidence, objects, tools used, drugs; record statements on drug use. When handling cases of drug use and alcohol concentration violations, the national Traffic Police force must check and review the unit's administrative violation records, the national population database, and the administrative violation handling database to detect cases of recidivism and apply penalties for aggravating circumstances according to the provisions of law.

In cases of violations of drug use while driving, it is necessary to organize inspections, verify personal information, make statistics, and send a list to the agency, organization, or People's Committee of the commune where the person works or resides, and take management measures according to the provisions of the Law on Drug Prevention and Control; and recommend the Department of Transport to take measures in management, training, testing, and granting driving licenses.

The Ministry of Public Security also requested the Traffic Police to control main traffic routes in urban areas, expressways, key national highways, tourist and cargo transport routes, cross-roads where traffic accidents occur, provincial, district and inter-commune roads; routes, border areas, areas near the departure point, bus station areas, ports, warehouses, bar areas, nightclubs, restaurants, eateries, areas with complex security, order and drugs. Focus on controlling drivers of motorbikes, cars, passenger cars, trucks, container trucks, cars pulling trailers or semi-trailers...

Through patrol and control work, the Traffic Police proactively coordinate and effectively combat all types of crimes operating on road traffic routes, drug trafficking, contraband, trade fraud... When encountering acts of resistance, they must proactively coordinate with other forces to combat, prevent and transfer to competent authorities for handling according to regulations.

At the same time, proactively coordinate with media agencies to propagate, disseminate legal education, condemn the use of drugs, alcohol, beer and other stimulants while driving as dangerous behaviors for society, directly threatening people's lives and property; propagate traffic accidents caused by the use of drugs, alcohol and other stimulants; legal regulations on penalties for these violations; create public sympathy, support and assistance for the Traffic Police force when performing their duties, in order to ensure safety for all traffic participants.
