At the National Conference on comprehensive solutions to promote exports held on the morning of April 23, Prime Minister Nguyen Xuan Phuc directed ministries, branches and localities to resolutely remove bottlenecks in exports, promptly complete legal corridors, and remove difficulties and obstacles for businesses such as customs procedures, taxes, fees, etc. The Prime Minister also gave suggestions to help Vietnamese businesses create links with FDI enterprises in global connectivity; build a modern, convenient and low-cost Vietnamese logistics system; find ways to penetrate the distribution channels of large retail corporations in the world; closely follow market signals and information to be proactive in production and sales.
Three major cities of Vietnam to join the Smart Cities Network

On April 27, attending the 32nd ASEAN Summit in Singapore, Prime Minister Nguyen Xuan Phuc announced that Vietnam would send three cities, Hanoi, Ho Chi Minh City and Da Nang, to participate in the ASEAN Smart Cities Network initiative. This is a concrete implementation of the cooperation content stated in the ASEAN Leaders' Vision Statement on a Resilient and Innovative ASEAN, establishing the ASEAN Smart Cities Network and enhancing cooperation on cybersecurity.
Protect railway infrastructure.
The Government has just issued Decree 56/2018/ND-CP regulating the management and protection of railway infrastructure.
This Decree regulates the management and protection of railway infrastructure, including: Naming of railway lines and stations; dismantling of railway lines, sections and stations; scope of protection of railway works and traffic safety corridors; management, use and exploitation of land reserved for railways; responsibility for management and protection of railway infrastructure.
Support 90% of agricultural insurance fees for poor households

Poor and near-poor households in the agricultural production sector will receive a maximum of 90% support from the State for agricultural insurance premiums. Those who are not poor or near-poor households will receive a maximum of 20% support for this premium. This is a new regulation according to Decree 58/2018/ND-CP of the Government.
Criteria for identifying high-tech agricultural enterprises

The Prime Minister has also just stipulated criteria, authority, order and procedures for recognizing high-tech agricultural enterprises.
Accordingly, high-tech agricultural enterprises need to meet the following conditions: (as prescribed in Clause 1, Article 19 of the CNC Law)
- Application of high technology in the priority list as prescribed in Article 5 of the Law on High Technology.
- Create agricultural products with high quality, productivity, value and efficiency; revenue from high-tech agricultural products of the enterprise reaches at least 60% of total annual net revenue.
- There are activities of research, testing the application of high technology, technology transfer to produce agricultural products, the total expenditure for research and development activities carried out in Vietnam on the total annual net revenue reaches at least 0.5%; the number of employees with university degrees or higher directly conducting research and development on the total number of employees of the enterprise reaches at least 2.5%.
- Apply environmentally friendly and energy-saving measures in production and quality management of agricultural products that meet Vietnamese or international standards and technical regulations.

To ensure traffic safety and ensure people's safety - Deputy Prime Minister Truong Hoa Binh, Chairman of the National Traffic Safety Committee, directed ministries, branches, provinces and cities to have resolute solutions to prevent the recurrence of "illegal buses and bus stations". The Deputy Prime Minister also requested ministries, branches and localities to study and propose sanctions for violations such as: Picking up and dropping off passengers in violation of regulations; not driving on the correct route, schedule, vehicles carrying passengers in violation of regulations...
Previously, Permanent Deputy Prime Minister Truong Hoa Binh requested the People's Committee of Hai Duong province to direct the inspection and clarification of the content reflected by the Law Newspaper and the Natural Resources and Environment Newspaper through the article "Signs of illegal auction".
