1. Spending more than 394.6 billion VND to give gifts to meritorious people

The Prime Minister agreed to authorize the Minister of Labor, War Invalids and Social Affairs to submit to the President for consideration the giving of gifts to people with revolutionary contributions on the occasion of the 70th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2017).
The gift levels according to the plan submitted to the President are divided into 2 types: 400,000 VND and 200,000 VND.
The total budget for giving gifts to people with revolutionary contributions on the occasion of the 70th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2017) is over 394.6 billion VND. This budget has been allocated in the 2017 State Budget plan.
2. Approval of the Project on restructuring Vietnam Electricity Group

The Prime Minister has just approved the "Overall project to arrange and restructure enterprises under Vietnam Electricity Group (EVN) for the period 2017 - 2020.
The objective of the Project is to build Vietnam Electricity Group (EVN) into a strong economic group with modern technology, management and high specialization, improving labor productivity, operating effectively and sustainably; playing a leading role in ensuring the meeting of electricity demand for socio-economic development, ensuring national energy security and national defense security, acting as the core for the Vietnamese electricity industry to develop rapidly and sustainably, compete and integrate effectively into the international economy, successfully building the image of an enterprise responsible to the community and society, serving customers with increasingly better service quality.
3. Action program for restructuring the state budget and managing public debt

Accordingly, strive to successfully complete the general goals and specific goals of the Resolution by 2020, ensure positive budget balance, and maintain national financial security.
Specifically, the average state budget mobilization rate in the 2016 - 2020 period is about 20 - 21% of GDP; total budget revenue is about 1.65 times that of the 2011 - 2015 period, of which domestic revenue accounts for about 84 - 85%, crude oil revenue and import-export revenue are about 14 - 16%; the proportion of central budget revenue is from 60 - 65%.
The average state budget expenditure ratio for the 2016-2020 period is about 24-25% of GDP. Of the total state budget expenditure, development investment expenditure accounts for about 25-26%, regular expenditure is below 64%, with priority given to ensuring debt repayment and national reserve expenditure.
Gradually reduce the state budget deficit ratio to no more than 3.5% of GDP by 2020. Annual public debt in the 2016-2020 period will not exceed 65% of GDP, government debt will not exceed 55% of GDP and national foreign debt will not exceed 50% of GDP.
4. Deputy Prime Minister requests to rectify tax management at the grassroots level.

The Deputy Prime Minister requested the Ministry of Finance to preside over and coordinate with relevant agencies and localities to strengthen inspection and rectify the management of tax contracts by tax authorities at the grassroots level, especially in cities, urban areas and large-scale business establishments; take measures to strongly shift large business households currently managed under the contract model to paying taxes according to declaration and accounting according to regulations.
At the same time, further promote the pilot of electronic invoices connecting information between tax authorities and taxpayers, especially with large businesses, supermarkets, hotels and restaurants.
The Deputy Prime Minister also requested information and disclosure to the public and the press about the results of inspections and examinations of press reports on taxes. The Ministry of Finance shall preside over and coordinate with relevant agencies and localities to develop a project on tax management in the non-state economic sector, expand the tax base for the private economy, and report to the Prime Minister in the fourth quarter of 2017.
5. Insurance payment limit

Prime Minister Nguyen Xuan Phuc has just signed Decision 21/2017/QD-TTg on insurance payment limits.
This Decision stipulates the limit for insurance payment as prescribed in Clause 2, Article 24 of the Law on Deposit Insurance.
Applicable subjects include: deposit insured persons; deposit insurance participating organizations; deposit insurance organizations; other agencies, organizations and individuals related to deposit insurance activities.
According to the decision, the insurance amount paid for all deposits insured under the provisions of the Law on Deposit Insurance (including principal and interest) of an individual at an organization participating in deposit insurance is up to 75 million VND.
This Decision takes effect from August 5, 2017.
6. National nuclear and radiation incident response plan

The objective of the Plan is to establish an organizational system, assign responsibilities, operating and coordination mechanisms between organizations and individuals participating in responding to radiation incidents and nuclear incidents (incidents); ensure the preparation of technical facilities, equipment, means and necessary human resources to respond promptly and effectively, minimizing damage to people, the environment and property when incidents occur; ensure that the direction, operation and command of incident response follow the principles of unity, specific assignment, proactiveness, timeliness and suitability to the actual developments of the incident.
The national incident response organization system includes: National Committee for Incident, Disaster Response and Search and Rescue; Field Command Center; organizations participating in national incident response; technical support units.
7. There are 2,139 communes in the investment scope of Program 135.

The Prime Minister has just approved 2,139 extremely disadvantaged communes, border communes, and safe zone communes of 46 provinces for investment in Program 135 for the 2017-2020 period.
Of which, the central budget supports investment in 2,103 communes of 44 provinces; the local budget invests in 36 communes of 2 provinces: Quang Ninh and Khanh Hoa.
The province has many communes subject to investment in Program 135 in the period of 2017 - 2020, including Cao Bang with 156 communes; Ha Giang with 136 communes; Lang Son with 133 communes, Son La with 118 communes, Lao Cai with 104 communes; Dien Bien with 103 communes, Thanh Hoa with 100 communes, Hoa Binh with 99 communes, etc.
Decision No. 204/QD-TTg dated February 1, 2016 of the Prime Minister approving the list of extremely disadvantaged communes, border communes, and safe zone communes eligible for investment under Program 135 in 2016 expired on June 20, 2017.
8. Increase the use of internal medicine in medical facilities

Prime Minister Nguyen Xuan Phuc assigned the Ministry of Health to continue directing the effective implementation of solutions to increase the use of Vietnamese medicines in medical examination and treatment facilities.
Previously, Tin Tuc newspaper on May 12, 2017 had an article "The higher the medical level, the lower the rate of domestic medicine use", which reflected: After 4 years of implementing the Project "Vietnamese people give priority to using Vietnamese medicine", the rate of domestic medicine use at the provincial level has reached 35.4% but at the central level hospitals it has only reached about 10%.
Regarding this issue, the Prime Minister assigned the Ministry of Health to continue directing the effective implementation of solutions to increase the use of Vietnamese medicines in medical examination and treatment facilities.
9. Approval of Vocational Education - Employment and Occupational Safety program

The target program on Vocational Education - Employment and Labor Safety is implemented from 2016 to 2020 with a total implementation cost of 14,024 billion VND.
The program includes 3 component projects: Project 1 - "Innovation and improvement of vocational education quality"; Project 2 - "Development of labor market and employment"; Project 3 - "Enhancement of occupational safety and hygiene".
The overall objective of the Program is to support the development of vocational education; promote the development of the labor market; improve the efficiency of labor supply and demand connection; create jobs, increase labor export, labor safety and hygiene to meet the requirements of national construction and development and international economic integration; promote sustainable employment associated with increased labor productivity, improved working conditions, increased income and prevention of occupational accidents.
10. By 2020, the national forest cover rate will reach 42%.

The general objective of the Program is to improve productivity, quality and promote the value of each type of forest, increase the value of production forests per unit area; contribute to meeting the requirements of natural disaster mitigation, protecting the ecological environment, responding to climate change and rising sea levels; create jobs, increase income, contribute to hunger eradication, poverty reduction, improve livelihoods for people working in forestry, associated with the process of building new rural areas, ensuring security, national defense and social order and safety.
By 2020, the growth rate of forestry production value will reach from 5.5% to 6.0%/year; the national forest coverage rate will reach 42%, the area of all types of forests will reach 14.4 million hectares; the average productivity of planted forests will reach 20 m3/ha/year; the export value of wooden furniture and forest products will reach from 8.0 to 8.5 billion USD and 25 million jobs will be maintained, income will increase, contributing to hunger eradication, poverty reduction, improving livelihoods for forest workers, associated with new rural construction and ensuring security and national defense.
