1. Building new rural areas in 27 communes in the border area of ​​Nghe An province

Deputy Prime Minister Vuong Dinh Hue has just approved the Project on building new rural areas in 27 communes in the border area of ​​Nghe An province, aiming to develop socio-economy and ensure security and defense in the 2018-2020 period.

The project is implemented in 27 communes, with a natural area of ​​472,236.1 hectares in 6 districts, specifically: Ky Son district (11 communes); Tuong Duong district (04 communes); Con Cuong district (02 communes); Que Phong district (04 communes); Anh Son district (01 commune); Thanh Chuong district (05 communes).

Project implementation period from 2018 to 2020.

2. Propaganda and dissemination of information on preventing and combating torture

The content of propaganda and dissemination includes the basic content of the Convention against Torture; documents on the ratification and implementation of the Convention; provisions of Vietnamese law on the prevention and combat of torture, including: Human rights, basic rights and obligations of citizens as prescribed by the Constitution of the Socialist Republic of Vietnam, especially rights and obligations directly related to the prevention and combat of torture;

The rights of people arrested, detained, and imprisoned as prescribed by the Criminal Procedure Code; crimes prescribed in the Criminal Code related to acts of torture; provisions of the Civil Code, the Law on State Compensation Liability, the Law on Complaints, and the Law on Denunciation to ensure better implementation of human rights and in accordance with the requirements of the Convention against Torture.

3. Building a roadmap to reduce greenhouse gas emissions

Considering the proposal of the Ministry of Natural Resources and Environment on the results of attending the One Planet Summit in Paris (France), the Prime Minister assigned the Ministry of Natural Resources and Environment to preside over and coordinate with relevant ministries and agencies to study the issue of carbon pricing, develop the emission trading market in Vietnam as well as participate in the international emission trading market in the future in line with the general trend of the world.

The Prime Minister also assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Planning and Investment, the Ministry of Finance and the State Bank of Vietnam to study and propose appropriate financial mechanisms to encourage investment in climate change adaptation activities and greenhouse gas emission reduction, in line with changes in investment policies on a global scale.

4. Establish a Working Group on the establishment of the State Capital Management Committee at Enterprises

According to the decision, Deputy Prime Minister Vuong Dinh Hue is the Head of the Working Group. The Deputy Heads of the Working Group include: Mr. Nguyen Hoang Anh, Chairman of the State Capital Management Committee at Enterprises (Standing Deputy Head); Mr. Mai Tien Dung, Minister, Head of the Government Office; Mr. Nguyen Chi Dung, Minister of Planning and Investment; Mr. Dinh Tien Dung, Minister of Finance.

Members of the Working Group include: Mr. Nguyen Duy Thang, Deputy Minister of Home Affairs; Mr. Le Tien Chau, Deputy Minister of Justice; Mr. Cao Quoc Hung, Deputy Minister of Industry and Trade; Mr. Dao Minh Tu, Deputy Governor of the State Bank of Vietnam; Mr. Nguyen Duc Chi, Chairman of the Board of Members of the State Capital Investment Corporation. Ms. Hoang Thi Ngan, Director of the Department of State Administrative Organization and Public Affairs, Government Office, is the Secretary of the Working Group.

5. Abolish some conditions for petroleum traders

In particular, regarding the petroleum sector, a number of articles and clauses of Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum trading are abolished.

Specifically, Article 5 (planning for the development of the petroleum business system) is abolished; Clause 6, Article 7 (conditions for traders exporting and importing petroleum, removing the condition of conformity with the planning of traders exporting and importing petroleum); Article 10 (conditions for petroleum production); Clause 1, Article 24 (conditions for petroleum retail stores, removing the condition that the location must comply with the planning approved by competent authorities); Clause 5, Article 41 (existing petroleum business establishments that are not in accordance with the planning approved by competent authorities must implement an upgrade roadmap, ensuring conformity with the planning according to the regulations of the state management agency with the authority to approve that planning).

Abolish some contents in Article 7 on conditions for traders doing business in exporting and importing gasoline...

6. Proposing solutions to remove the "bottleneck" for Vietnam tourism

Prime Minister Nguyen Xuan PhucThe Ministry of Culture, Sports and Tourism is assigned to research and propose solutions to help make tourism a key economic sector.

On January 2, 2018, the Saigon Economic Times reported on Dr. Luong Hoai Nam's comment that Vietnam's tourism is being held back by many "bottlenecks" such as international openness, tourism development priorities, information technology platforms, environment, airport infrastructure, ground transportation, etc.

Regarding this, Prime Minister Nguyen Xuan Phuc assigned the Ministry of Culture, Sports and Tourism to study and propose solutions to help make tourism a spearhead economic sector.

7. Abolish regulations on financial mechanisms and policies for border economic zones

The Prime Minister has just signed Decision 01/2018/QD-TTg abolishing Decision No. 72/2013/QD-TTg dated November 26, 2013 of the Prime Minister regulating financial mechanisms and policies for border gate economic zones.

Investment projects that are enjoying preferential policies stated in the Investment License, Investment Certificate, Investment Registration Certificate, and investment policy decision documents that have been granted or are enjoying preferential levels according to the provisions of Decision No. 72/2013/QD-TTg dated November 26, 2013 of the Prime Minister stipulating financial mechanisms and policies for border gate economic zones shall continue to implement those incentives for the remaining period of the project. In case a new legal document stipulates a higher level of incentives, the higher incentive policy can be chosen for the remaining period of the project.

Decision 01/2018/QD-TTg takes effect from March 1, 2018.

8.Prime Minister directs to promote mandatory helmet wearing

The Prime Minister has just issued Directive 04/CT-TTg on promoting the implementation of solutions to improve the effectiveness of the regulation requiring helmet wearing for motorcyclists, motorbike riders and electric bicycle riders.

The Directive clearly states that after 10 years of implementing the mandatory helmet wearing regulation for motorcyclists on all roads according to Resolution No. 32/2007/NQ-CP dated September 26, 2007 of the Government and the Road Traffic Law, awareness of compliance with traffic order laws has been raised, forming the habit of wearing helmets for motorcyclists, creating a traffic culture in the majority of people; the rate of wearing helmets when riding motorbikes and mopeds for adults has reached over 90%, contributing significantly to reducing casualties due to traffic accidents in our country over the past 10 years.
