Spend at least 20 million VND for the Commune-level Fatherland Front Committee to participate in new rural construction

The Ministry of Finance is drafting a Circular guiding the management and use of funds to implement the Campaign "All people unite to build new rural areas and civilized urban areas".

The draft Circular proposes a number of specific expenditure levels as follows: Expenditure for the Vietnam Fatherland Front Committee at the commune level, the budget to ensure the implementation of the Campaign of the Vietnam Fatherland Front Committee at the commune level is at least 20,000,000 VND/year.

For communes in disadvantaged areas according to the Prime Minister's Decision; communes in extremely disadvantaged areas in ethnic minority and mountainous areas according to Decision No. 582/QD-TTg dated April 28, 2017 of the Prime Minister; communes in extremely disadvantaged areas in coastal and island areas according to Decision No. 131/QD-TTg dated January 25, 2017 of the Prime Minister (and updated according to current regulations if any), the lowest level is 25,000,000 VND/year.

Regarding support expenses for the Front Working Committee in residential areas, the draft clearly states that the People's Committees of provinces and centrally run cities shall arrange the state budget estimates to ensure support for residential areas at the following levels: Residential areas with a population of less than 700 households shall receive the lowest level of VND 5,000,000/year/residential area; residential areas with a population of 700 to 1,000 households shall receive the lowest level of VND 6,000,000/year/residential area; residential areas with a population of over 1,000 to 1,200 households shall receive the lowest level of VND 7,000,000/year/residential area; residential areas with a population of over 1,200 households shall receive the lowest level of VND 8,000,000/year/residential area.

For residential areas with a population of less than 700 households but located in communes in difficult areas according to the Prime Minister's Decision; communes in extremely difficult areas of ethnic minorities and mountainous areas according to Decision No. 582/QD-TTg dated April 28, 2017 of the Prime Minister, extremely difficult communes in coastal and island areas according to Decision No. 131/QD-TTg dated January 25, 2017 of the Prime Minister (and updated according to current regulations if any): The lowest level is 6,000,000 VND/year/residential area.

Also according to the draft reward spending level, it is implemented according to the provisions of Decree No. 42/2010/ND-CP of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation and the Law amending and supplementing a number of articles of the Law on Emulation and Commendation.

Expenses for information and propaganda activities on the Campaign: Implement according to the provisions of Joint Circular No. 14/2014/TTLT-BTC-BTP of the Ministry of Finance and the Ministry of Justice regulating the preparation of estimates, management, use and settlement of state budget funds to ensure the dissemination and education of law and standards of legal access for people at the grassroots level.
